HARP 3.0 may be the next step in helping more underwater ...

While seeming to recover, the housing market is still undoubtedly fragile, and there are millions of underwater borrowers who continue to struggle with making payments. While HARP proposes to address these concerns, the program has been limited in its ability to reach the masses.

Through the Responsible Homeowner Refinancing Act of 2012 introduced by Democratic Sens. Bob Menendez (D-New Jersey) and Barbara Boxer (D-California), a new HARP 3.0 would break down barriers preventing millions more from refinancing.

During a hearing on Thursday before a senate subcommittee, industry experts and leaders offered testimony on how the proposed legislation could impact the economy.

Mark Zandi, chief economist for Moody?s Analytics, delivered a testimony in which he said, ?Policymakers should act to substantially increase mortgage refinancing activity.?

When first introduced, the Obama administration expected HARP to refinance between 4 and 5 million homeowners, but FHFA estimates show that since its 2009 inception, the program has refinanced close to 1.1 million borrowers as of February 2012.

In late 2011, HARP underwent an expansion to allow borrowers with loan-to-value (LTV) ratios higher than 125 percent to apply, among other changes.

Acknowledging that it takes time for servicers to implement new changes, Zandi said in his written testimony that HARP refinancings in early 2012 appear to have run close to 50,000 per month, up from 30,000 per month since the program began. Zandi also noted reports from the Mortgage Banks Association showing a pickup in applications for refinancing.

While these changes have helped to encourage more activity, Zandi expressed his support for more changes.

?More refinancing will mean fewer borrower defaults and more money in the pockets of homeowners, supporting the recovery through a quick and sizable cash infusion at no meaningful cost to taxpayers,? he said.

If the proposed expansions are fully implemented, Zandi said the legislation would increase eligibility to nearly 21.5 million borrowers.

Under the Responsible Homeowners Act, borrowers with LTVs lower than 80 percent and non-GSE loans would be eligible for the program. Currently, HARP only includes Fannie Mae and Freddie Mac loans.

Overall, Zandi said the broader economy, taxpayers, and homeowners, who are expected to save $2,500 to $3,000 a year, will benefit from refinancing.

Though, Zandi does acknowledge a loss for one segment: investors in mortgage backed securities.

?While the agencies would lose some interest income on their $1.2 trillion in mortgage securities and whole mortgage loans, under reasonable assumptions that would be offset by lower default rates on refinanced loans,? he said.

In a calculation, Zandi said HARP refinancings totaled 4.2 million, private investors would receive about $6.5 billion less in annual interest income.

While investors may not be pleased with their return due to low interest rates, Zandi said, ?they were aware of this prepayment risk when they purchased their securities.?

PESHAWAR, Pakistan ? The brother of the Pakistani doctor imprisoned for helping the CIA to track Osama bin Laden says the family needs protection, and the U.S. government should provide it.?

Jamil Afridi, elder brother to Dr. Shakil Afridi, spoke to NBC News on Monday in Peshawar, after he and his lawyers addressed a group of journalists about his brother's case.?

"My appeal to the U.S. government is that they give Dr. Shakil protection, and give us ? his brothers and sisters ? protection as well," said Afridi. "We have no protection here."

Dr. Shakil Afridi was arrested in the weeks after the May 2011 U.S. raid on the bin Laden compound in Abbottabad, Pakistan. The doctor ran a fake vaccination campaign for U.S. intelligence as part of an attempt to get inside the compound and confirm Bin Laden's location. Though those plans failed, U.S. officials have said Dr. Afridi's efforts did help lead them to bin Laden.?

Dr. Afridi was tried under a legal system known as the Frontier Crimes Regulation (FCR), which applies only in Pakistan's semi-autonomous tribal areas. Trials are conducted by a local government official in consultation with tribal elders, and the accused are not allowed legal representation. Dr. Afridi was convicted on treason charges and sentenced to 33 years in prison.?

His brother dismissed the charges against Dr. Afridi as "false," saying he did nothing against Pakistan's national interest, and that "anything" could happen to him or his family now.?

"For one whole year, we had no idea where he was ? whether he was alive or dead," said Afridi. "Now they say he's in Central Jail, Peshawar, but we're not allowed to see him."

Dr. Afridi's conviction further complicated already tense relations between the U.S. and Pakistan. U.S. officials demanded his release, claiming his efforts helped to capture an enemy to both Pakistan and the U.S. But Pakistani officials have called Dr. Afridi's decision to work for a foreign intelligence agency a "serious offense."?

U.S. officials say they expect to continue the conversation about Dr. Afridi with their Pakistani counterparts, but the list of unresolved issues between the two countries continues to grow.

Both sides are negotiating the re-opening of the overland NATO supply routes that run through Pakistan ? shuttered since last November ? and the Pakistan government also is calling ?for a complete halt on all U.S. drone strikes within the country. In the last week alone, there have been four strikes carried out in the border region with Afghanistan.?

In March of this year, staff at the Vancouver Aquarium became the proud ?parents? of 400 tiny opalescent squid. These tiny cephalopods (a taxonomic group including squid, octopus and cuttlefish) will eventually reach an adult size of 1 foot; however, they are currently no bigger than a grain of rice. The video footage shows the squid babies eating and undertaking some rudimentary jet-propulsive movement ? but the most spectacular part of the video is the showcasing of the chromatophores. Chromatophores are the pigment-containing cells of all cephalopods, and they allow these creatures to become camouflaged in almost any environment. Each pigment cell is directly connected to the nervous system and several muscle groups, which allows the squid to very intricately control both the amount of pigment and the specific colors used. (AP) ? County music singer Randy Travis is accusing his ex-wife of divulging confidential information about him in order to damage his reputation and career.

The accusations were made in a countersuit he filed this month against his ex-wife in a federal court in Nashville.

The court documents don't say what information Elizabeth Travis is alleged to have betrayed. The filings include a copy of an August 2011 letter sent to the ex-wife by one of the singer's lawyers demanding that she "cease and desist from discussing Mr. Travis' personal and/or business affairs with third parties."

He is also accusing his ex-wife, who had been his longtime business manager, of overbilling for reimbursement for travel and other expenses.

An attorney for Elizabeth Travis did not immediately respond to a request for comment.

The countersuit is the latest salvo in the ongoing feud between the Travises. The couple divorced in 2010 after 19 years of marriage. Elizabeth Travis had been his manager for more than three decades and continued to work with him after they divorced.

She sued him last month claiming that Randy Travis made it impossible for her to do her job and terminated her management contract without proper written notice. She claimed that her ex-husband sent several men, including an armed guard, to clean out her offices on Music Row of items and records linked to Randy Travis.

A publicist for the singer did not immediately respond to a message seeking comment.

Randy Travis says in his countersuit that his ex-wife "completely destroyed the requisite degree of trust" that should exist between an artist and his personal manager. The singer wants a court to declare that his ex-wife breached her contract and to bar her from receiving any management commissions. He is also seeking attorney fees.

I won?t go into the old news that is Time?s controversial ?mom enough? mid-May issue. We all know they sold enough copies on that matter.

Instead, I wanted to share some views on attachment parenting and breastfeeding expressed by fellow Filipino moms.

To begin, let me say that I am a babywearing,?formerly nursing mom (my son recently weaned?after being breastfed for two years and six months). In fact, here?s a photo of me a year and a half ago, when my son was just five months old.

Here in the Philippines, we are not new to the concept of babywearing and breastfeeding.

Velvet?Escario?Roxas, a breastfeeding counselor and representative of Arugaan (ah-roo-ga-an), a non-governmental, WHO-funded organization that conducts breastfeeding training for the Philippine Department of Health, gave a good picture of this when she posted a recent ?Facebook status update on the fan page of the popular breastfeeding blog, Chronicles of a Nursing Mom:

?Our Pinoy [colloquialism for "Filipino] ancestors have been doing these things since the beginning of time. We call it the Filipino way of living or raising of children. They on the other hand modernized it and called it attachment parenting. Look at the indigenous folks of the mountain provinces.

I breastfed for a total of two years and six months, which I am?hugely?proud of. I know of other women who?ve worked full-time and have managed to raise happy, healthy and whole kids. ?The point is: We, as parents, will instinctively desire to be the best parents that we can be for our children.?Neva Santos of the popular parenting blog, Manila Mommy, summarizes this very well:

The [attachment parenting] style is instinctive. Not to trivialize how hard parenting is, but sometimes listening to your gut is the best, right? Follow your intuition, I say. Heck for different kids in the same family, different styles could? work.

?No one should be made to feel they?re less if they don?t breastfeed. As a breastfeeding advocate, I will always try to promote breastfeeding and its benefits to anyone I meet, but at the end of the day, we?re all just trying to be good parents. I?ve met some who express regret and guilt that they didn?t breastfeed but have learned to move past it. They have great, healthy children. I don?t have much to add to what these ladies have said. ?I just wanted to say that, as moms, we?re not competing for a medal or honor or accolade.?We?re all part of one, big, global community, and we look out for our families based on what works for our families. The choices that make up my definition of parenting are what?work for me ? and that?s fine. I?m not a 100 percent attachment parenting practitioner, and I don?t intend to be, but this doesn?t make me any less of a successful mom.?Ultimately, I am beholden to my child for one thing only, and that is to love him wholly, unconditionally.

Whether people agree with my version of parenting or not, is fine. Just don?t ask me if I am ?mom enough?? because I will tell you?I am not just enough, I?m the only mom who can love my kid the way I can.

Old aerial photos supply new knowledge on glaciers in Greenland

The glaciers in southeast Greenland are retreating rapidly with the ongoing global climate change. But now research from the University of Copenhagen shows that the glaciers can recuperate within a short timeframe if temperatures are to drop. The results are based on a collection of Danish aerial photos combined with both old and modern satellite imagery as well as field work. The scientific results have created international attention and have been published as a cover story in the highly esteemed journal Nature Geoscience.

"We have managed to get an overview of the glacial evolution over a period of 80 years. This is the first time ever this has been done in a study of glaciers in Greenland. Results show that glaciers can recuperate within a short time frame if climate changes and temperatures drop, as it has in a period after the 1940s," says PhD student and lead-author on the project Anders Bj?rk, from Professor Eske Willerslev's Centre for GeoGenetics from University of Copenhagen.

Anders Bj?rk adds:

"Most of the scientific foundation, models, and theories on glaciers in Greenland and how global warming affects them are based on observations from satellites over the last ten years. Otherwise scientists have had to use previous warming events way into the past when wanting to compare today's massive retreat."

A fight for land between Denmark and Norway

The Danish explorer Knud Rasmussen and his seventh Thule-expedition in 1932-33 is a significant cause for the recent publication from Anders Bj?rk and Dr. Kurt H. Kj?r from the Natural History Museum of Denmark, University of Copenhagen. Results have created international attention as Greenland stands as an important region for northern latitudes are affecting the rest of the earth's climate ? including changes in glacial conditions and related sea-level rise.

Originally, the many aerial photos, which have been achieved Danish National Survey and Cadastre, were used for producing new maps of the region in the early 1930s, as Denmark and Norway were fighting over the right of disposal of East Greenland, a fight without casualties which Denmark won at the International Court in Haag in the Netherlands in 1933.

Photos get a renaissance

With help from the scientists and the Danish National Survey and Cadastre, the unique aerial photos have now gained a renaissance in a different setting where climate change and theories as "The Tipping Point" ? where nature reaches a point where changes cannot be reversed are discussed.

"We have investigated no less than 132 glaciers on a 600 km coastal stretch in Southeast Greenland, both those who terminate on land and those who calve in the ocean. The historical photos have proven to be extremely valuable, and with these photos and other aerial photos recorded later during WWII and satellite imagery we are able to observe glacier change in very long historical context. In the early 1920s and 1930s, temperatures were high, similar to that of the present, and this affected the glacial melt. At the time many glaciers underwent a melt similar or even higher than what we have seen in the last ten years. When it became colder again in the 1950s and 1960s, glaciers actually started growing," says Dr. Kurt H. Kj?r and underlines:

"There should be no doubt that if the current temperature rise in Greenland continues then we will have problems with the melting of the glaciers. We are already seeing it now on the marine terminating glaciers where changes in temperature and ocean currents are influencing their stability. Another remarkable discovery we did was that the observed changes are not just local, it is happening in the entire region," says Dr. Kj?r.

Kurt H. Kj?r has previously worked with his colleague Svend Funder from Center for GeoGenetics on investigating sea ice extent in the Arctic Ocean. Results showed that the sea ice extent has been far from stable throughout the last 10,000 years.

Researchers at the Johns Hopkins Bloomberg School of Public Health have found evidence of a role for neighborhood immunity in determining risk of dengue infection. While it is established that immunity can be an important factor in the large-scale distribution of disease, this study demonstrates that local variation at spatial scales of just a few hundred meters can significantly alter the risk of infection, even in a highly mobile and dense urban population with significant immunity. The study is published in May 28 edition of the journal PNAS.

Dengue is a mosquito-borne disease that infects nearly 50 million people worldwide each year, resulting in more than 19,000 deaths. There are four serotypes of dengue virus (DENV1) circulating in Bangkok, Thailand, where the study was conducted. Infection with dengue provides lifelong immunity to the infecting serotype and there is evidence infection temporarily protects from infection by other serotypes. When susceptibility to other serotypes returns there is an increased risk for severe disease. For the study, the research team used the household location of 1,912 confirmed dengue cases in Bangkok that were admitted to a local children's hospital between 1995 and 2000. The available data enabled the researchers to pair dengue serotype infections with specific households.

Observations indicated that immunological memory of dengue serotypes occurs at the neighborhood level in this large urban setting. The researchers developed methods that have broad application to studying the spatiotemporal structure of disease risk where pathogen serotype or genetic information is known.

"We observe patterns of spatiotemporal dependence consistent with the expected impacts of lifelong and short-term immunity, and immune enhancement of disease at distances of under one kilometer," said Henrik Salje, lead author of the study and doctoral candidate in the Bloomberg School's Department of Epidemiology.

"By providing insight into the potential spatial scales that immunity in a population is correlated and distances over which the disease is dispersed, these findings can help us further understand how dengue is being maintained in endemic populations," said the study's senior author, Derek Cummings, PhD, assistant professor with the Bloomberg School's departments of Epidemiology and International Health.

Travel Insurance Woes

Some of you may recall that in February I had my rucksack stolen on the train into Geneva Airport. Key items taken were an SLR camera, video camera, mobile 'phone and clothing. These were covered by a combination of my Ecclesiastical Home Contents and a major brand Travel Insurance. Whilst Ecclesiastical have been brilliant ? operating over email and accepting scanned documents ? my other insurer (with only 1/3rd the value in liability) has been a nightmare - insisting on paper-based forms, letters, and an endless cycle of requests for clarification and the same information multiple times.

Many of you will be renewing your travel insurance over the summer, so here is some advice based on my (continuing) battle with my travel insurer:

You may have a Big Name insurance retailer, but the travel claim is likely to be handled by one man, an aged PC and four underpaid teenagers in a dingy office. The sole target of the claims handler is to stretch out the claims process to the point where you give up.

* Buy travel insurance from a retailer who is underwritten by a major insurer who does their own claims handling. No subcontracted claims management.

Even the best insurance companies only have a 5-day turn-around policy. You submit something ? they wait 5 days to reply ? they ask for clarification ? you reply ? they wait 5 days ?. and so on. Any and every inconsistency and omission will be dragged out. Moreover, your policy will have a maximum claim total ? if a few items hit this ceiling anyway, then don't cloud it with trivia that just gives them an excuse to prevaricate.

* Only claim for Big Ticket items that you have full receipts and documentation for. Forget about stolen/lost gloves, pyjamas, plug adapters etc.

* You need documentation for everything. And even then it may not be acceptable. In particular you must have

Police Report + Full Inventory of Stolen Items.
Airline Report + Full inventory of Damaged/lost goods.
Proof of Travel
Original Invoices/Charges (how many of you have the original invoices handy for everything? Really?)

* Try and determine up-front just what is acceptable documentation. This will save endless cycles of submission/clarification.

* Think how you will handle the old "We have no proof of ever having received this ?" ? If at all possible retain original receipts.

* Proof of Travel ? Clarify just what constitutes 'Proof of Travel'. An easyJet Boarding Pass? A web invoice? A BA Check-in Confirmation email?

* Communicate by letter: So that you have documentary evidence - You'll never win the "But when I 'phoned, you told me that ..." argument ...

So far, the most ludicrous query was when they asked how old my pyjamas were, so they could adjust the replacement ?18 purchase price for wear-and-tear (when the other items mean that I've hit their ?1,500 liability ceiling). This sort of thing is par for the course, sadly .......

Considering the Right Factors When Choosing a Telephone System ...

Whether you want to ensure easy communication between employees within your organisation or with individuals and organisations outside, choosing the right business telephone system is essential. Easy and efficient communication is possible only when you use the right phone systems. When you are planning to install a phone system for your business, keep in mind the important considerations.

Consider the staff. How many employees do you have? Do you need separate lines for each employee? Do the employees need to make inbound or outbound calls? These are just a few points that would affect the phone system you need. While a simple two-line system would be adequate if you have 5-6 employees who need to stay connected, it would not suffice for more than 10 employees.

Consider the geographical locations. Do all your employees sit at the same office location or in separate offices? Different telephone systems may be appropriate for these two cases. Your business may require specific systems for inbound or outbound calls. Along with this, it may be necessary that some employees working in remote locations stay connected with others sitting in the office.

Consider the features. Do you have a receptionist, who would forward the incoming calls to the right people or the right departments, or do you need an auto-attendant for this purpose? Does your office need voicemail? Do you need conference calling facilities, and if yes, for how many people and at which locations? Your choice of business telephone system is determined by the specific requirements of your business.

Consider the technology. Different technologies are used in business telephone systems. Depending on the size and requirements of your organisation, you need to choose the right technology. While a VoIP (Voice over Internet Protocol) based system is suitable for small to medium organisations, a PBX (Private Branch eXchange) based system is better for larger businesses.

Consider the scalability. Just keeping your present requirements when choosing a phone system for office is not a good idea. If the system fails to upgrade with the increasing demands of your business in a few years, and becomes redundant, it would mean a waste of money. Before choosing a system, make sure you enquire about the ease and efficacy with which it can be upgraded or modified.

Consider the costs. Every business has a specific budget allotted for each aspect. You are sure to have a set budget for telecommunications. Make sure the telephone system you choose fits this budget. However, this does not mean that compromising on the features or scalability is a good idea when choosing a system. Compare prices based on the requirements to get a good deal on this.

Planning ahead and researching about your options helps in determining which business telephone system would be right for your office. Online resources make it easy to compare features and prices and find the right system. Easy and effective communication between individual employees, teams and departments as well as with other entities like clients, vendors and suppliers is important for the smooth functioning of your business.

Samsung begins Europe sales of latest smartphone

(AP) ? Samsung Electronics Co., the world's largest maker of mobile phones, said its third-generation Galaxy S smartphone went on sale Tuesday in 28 European and Middle Eastern countries, hoping to cement its lead over Apple's iPhone.

The Galaxy S III smartphones hit the shelves in countries including France and Britain. By the end of July, nearly 300 mobile operators around the world will be selling the device.

Samsung said the initial response to the new smartphone was positive. At Vodafone Group, pre-sale orders for the Galaxy S III outstripped those of any previous Android-based smartphones, according to Samsung.

The Galaxy series of smartphones is widely acknowledged in the industry as a success for Samsung, turning it from a smartphone also-ran into a viable competitor with the iPhone from Apple Inc.

While Apple has kept the screen size of the iPhone the same in every upgrade since 2007, Samsung increased the screen size of its highest-end smartphone in its two major updates. The latest Galaxy phone screen is nearly twice as big as the iPhone screen.

The 4.8-inch S III also features more computing power that supports voice commands and an eye-movement tracking feature to keep the screen from dimming.

Samsung overtook Apple in smartphone sales for the first time in the first three months of this year, according to research firm Strategy Analytics. The Suwon, South Korea-based company sold 44.5 million smartphones in the January-March quarter, compared with Apple's 35.1 million iPhone sales.

Market watchers expect that Apple may use its annual conference for developers next month to announce the yearly upgrade to the iPhone, which then can go on sale as early as July.

Aside from being big rivals in the smartphone market, Samsung and Apple have also a close business relationship. Samsung supplies mobile chips and display panels for iPhones and iPad tablet computers, counting Apple among its biggest clients.

East Texas man accused of robbing store with rake

CHEROKEE COUNTY, TX (KLTV)- The Angelina County Sheriff's Office is charging an Alto man with aggravated robbery after he allegedly robbed a store using a rake early Sunday.

According to a press release, deputies responded to a burglar alarm at the Polk's near the Idlewood subdivision on US 69 North at 3:24 a.m. When they arrived, they learned a man came into the store with a towel wrapped around his head and threatened employees using rake-like instrument.

The suspect demanded money and ordered the employees to a back room of the store. The suspect then took cash from the register, beer and tobacco and left the store in a white Buick, according to the report.

Deputies and officers with Lufkin Police located and stopped the vehicle and identified the driver as Calvin Lewis Rushing, 43, according to the report.

Rushing still had the towel and rake in the car, according to the report, and matched the description from the surveillance video.

Rushing has previous convictions of robbery, aggravated robbery, burglary and escape and was out on parole for a robbery conviction. The Texas State Board of Paroles has put a hold on Rushing in the Angelina County Jail.

You may be surprised to know that I am shy. People usually are. They see me speaking at a luncheon or Chamber function. It's much easier to speak to a room of people who are interested? in what I have to say (at lease I think they are) than it is at a cocktail reception or business after hours where I have to make small talk. If I had to network that way for my own small business, I would be terrible.

Yet, networking is vital for your business. And there is tremendous value in this collaboration for our local tourism industry. Our rural community is increasingly seen as a place for entertainment, leisure activities, and an alternative to a busy urban area. Visitor requests for information are more than three times what it was at this time last year. We can thank the beautiful cultural heritage of the Palouse region for this increased interest and can use this identity marker as a means to promote our farm products, cottage industries and other local producers through rural tourism.

Using our heritage for promotion is not only a fashionable trend right now, but also shows a community's social, economic and political determination. We are discovering a new-found interest for our own rural identity, and as tourists come into the area, they buy local products, eat in local restaurants and represent a sizeable source of income.

Visitors are intrigued when a restaurant features locally grown products or a boutique hotel has locally made lotions and soaps in each room. Let's work on promoting the region as a whole! This requires building these business relationships between grower/manufacturer and retail. The Pullman Chamber offers many networking options each month to get out and hobnob with other business owners - meetings, luncheons, and after-hours. What a great way to find that new product for your business, or a new way to incorporate the Palouse into your business identity.
