Suspect that prompted SC schools lockdown arrested (AP)

GREENVILLE, S.C. ? A gunman who authorities said fired on a South Carolina police officer checking on a suspicious license plate and caused 10 schools to go on lockdown was arrested Friday.

Patrick Dean Lowrance was found in a Greenville apartment. He was shot in the shoulder when the officer fired back and was taken to the hospital for treatment, Greenville County deputies said.

The shooting happened around 10 a.m. at a different apartment complex, Greenville police spokeswoman Alia Urps said.

After being shot, the suspect ran into nearby woods. Several dozen officers who happened to be in a training session nearby rushed to help search, along with teams of dogs, authorities said.

The search went on for more than three hours before investigators determined Lowrance got someone to pick him up. The schools reopened their doors before dismissal.

Authorities did not say what hospital Lowrance was taken to. They did not know if he had an attorney.

The shooting happened after an officer checking license plates in a hotel parking lot found that a plate on a GMC Yukon was listed for a Honda, Urps said. When the officer went inside the hotel to inquire about the driver, the suspect drove off in the SUV.

The officer got into her patrol car and tried to pull the suspect over on Interstate 85, but he sped up, and she abandoned the chase, Urps said.

"We do not pursue for minor traffic infractions, and at that point, that's all that we had," she said.

Another officer found the vehicle in an apartment parking lot, and as she approached the building, the suspect shot at her, police said.

The SUV was stolen in a carjacking three weeks ago in a motel parking lot in Spartanburg, a city about 30 miles east, police said.

Lowrance, 25, was wanted on four counts of attempted murder and other charges after he tried to rob a fast-food restaurant in Greenville last Sunday, authorities said.

Investigators said Lowrance came into the restaurant after closing time and demanded three workers to open the safe. The employees told him only the manager had the combination and she was outside.

The gunman forced the workers outside, where the manager was in her car, trying to drive off. The suspect fired at the car, then demanded that the employees go back inside. But they told him the door locked behind them automatically and Lowrance fired his gun again at them as they ran away. No one was injured, authorities said.

After Friday's shooting, four public schools, three private schools, two colleges and a special education center were placed on lockdown.

Schools were locked down in several directions because officers weren't sure where the suspect went.

"This is not around the corner from a school. I don't want to give you that impression. This is several miles from any of our schools," Oby Lyles, spokesman for Greenville County school district, told The Associated Press. "Everybody's fine."

Signs of truce taking hold in Gaza flare-up (Reuters)

GAZA (Reuters) ? An Egyptian-brokered truce appeared to be taking hold on Sunday after violence between Israel and Gaza militants in which nine Palestinian gunmen and an Israeli civilian were killed.

Three rockets were fired at Israel after the 6 a.m. (0400 GMT) starting time for the truce, the Israeli military said. Two were intercepted by Israel's Iron Dome missile shield and another struck the south, causing no casualties or damage.

But the area fell quiet shortly after those attacks and by the afternoon no new violence was reported.

Islamic Jihad and two smaller factions claimed responsibility for rocket launchings over the past five days. Islamic Jihad has close ties with Iran and has chafed at the rule of rival Hamas Islamists in the Gaza Strip.

Such flare-ups usually follow a familiar pattern -- Palestinian rocket attacks and Israeli air strikes over a period of several days before a gradual pullback from escalation that could lead to an Israeli ground push in Gaza.

An Islamic Jihad source, speaking several hours after the ceasefire was announced by Egyptian officials, said the group welcomed Cairo's efforts.

In another sign that Islamic Jihad might end the rocket attacks, Abu Ahmed, the leader of its armed wing said: "If the (Israeli) aggression is stopped, we will abide by calm."

Israel and Palestinian militants have used such language in the past in ceasing fire while stopping short of acknowledging any formal truce agreement.

"My interpretation is that these guys (Islamic Jihad) are keen to show off their clout, which has been built up recently," Yosef Kupperwasser, director-general of Israel's Strategic Affairs Ministry, told Reuters.

DEADLY ATTACKS

The current round of cross-border violence began on Wednesday, when residents of Israeli suburbs in the southern approaches to Tel Aviv were jolted awake at night by sirens usually sounded in towns and villages closer to the Gaza Strip.

The alert was triggered by what Israeli security sources said was an upgraded long-range Grad rocket that struck harmlessly near the Israeli port of Ashdod, leading to an Israeli air strike on Saturday that killed five top Islamic Jihad militants in a Gaza training camp.

Four other militants died in subsequent air attacks.

One of some 30 rockets and mortar bombs fired at Israel killed an Israeli man in the city of Ashkelon. Two other people were wounded.

"We seek no confrontation with the Palestinians and do not want to inflame the situation, but we will not absorb shelling after shelling without a response," Foreign Minister Avigdor Lieberman said on Saturday, threatening unspecified "consequences."

Israel kept schools shut in its southern region on Sunday as a precaution against further rocket fire, while hundreds of thousands of civilians within 40 km (25 miles) of Gaza were urged to stay indoors.

Islamic Jihad released images of what it said was the firing by its men of a truck-mounted multiple rocket-launcher, a platform not previously seen in Gaza.

Israel says Gaza arsenals have been boosted by gun-running from Libya since the fall of its ruler, Muammar Gaddafi.

The violence erupted after weeks of a relative lull surrounding a prisoner swap on October 18 in which Israel released 477 Palestinian prisoners in exchange for Gilad Shalit, an Israeli soldier held by Hamas since 2006.

3 Australian soldiers killed in Afghanistan (AP)

CANBERRA, Australia ? Australian defense officials have confirmed that three Australian soldiers and an Afghan interpreter have been killed and seven other soldiers wounded in an incident in Afghanistan.

Australian Broadcasting Corp. reported Sunday that the soldiers and interpreter were shot during a morning parade in Kandahar province by a man dressed in an Afghan army uniform. The gunman was later killed.

The Defense Department released a statement Sunday saying the incident occurred Saturday and that the victims' families had been informed.

Individual beliefs don't stay confined to the person who has them; they can affect how a society functions. A new study published in Psychological Science, a journal of the Association for Psychological Science, looks at 57 countries and finds that an individual's sexism leads to gender inequality in the society as a wholenot surprising, but it is the largest study to find this relationship.

"I'm interested in the consequences people's beliefs about how the world should work and how the world does work," says Mark Brandt of DePaul University, the author of the new study. For this study on sexism, he used data from an international survey conducted between 2005 and 2007. The survey included two statements to measure sexism: "On the whole, men make better political leaders than women do" and "On the whole, men make better business executives than women do." He also used a United Nations measure of gender inequality, from the year the sexism question was asked and from 2009.

Brandt found that sexism was directly associated with increases in gender inequality overtime.

"You could get the impression that having sexist beliefs, or prejudiced beliefs more generally, is just an individual thing'my beliefs don't impact you,'" Brandt says. But this study shows that isn't true. If individual people in a society are sexist, men and women in that society become less equal.

"Gender inequality is such a tough beast to crack because there are so many contributing factors," Brandt says. Policies can contribute to inequalityand some countries have insured some measure of equality by mandating that some number of seats in the legislature be reserved for women. But this study suggests that if the goal is increased equality, individual attitudes have to change.

Ex-Goldman director Gupta charged in insider case (Reuters)

NEW YORK (Reuters) ? Rajat Gupta, who sat on the boards of some of America's most prestigious companies, was arrested and charged on Wednesday with being the "illegal eyes and ears" for his friend Raj Rajaratnam, the central figure in a broad U.S. crackdown on insider trading at hedge funds.

Gupta, 62, a former director of Goldman Sachs Group Inc, Procter & Gamble and former global head of McKinsey & Co consultancy, is the most prominent executive to face charges since Rajaratnam was arrested in October 2009. He faces five counts of securities fraud and one count of conspiracy tied to what prosecutors say were his leaks of Goldman and P&G secrets to Rajaratnam in 2008 and 2009.

Galleon Group hedge fund founder Rajaratnam, 54, was sentenced to 11 years in prison this month after an overwhelming insider-trading conviction. The sweeping Galleon case caught many of his associates on secretly recorded phone calls, and many of them have also been prosecuted in the case.

Gupta's lawyer, Gary Naftalis, said in a statement that there were legitimate reasons for communications between his client and Rajaratnam, including a $10 million investment that Gupta had in a fund managed by the Galleon founder. Gupta lost the entire amount, Naftalis said.

"We are confident that these accusations -- which are based entirely on circumstantial evidence -- cannot withstand scrutiny and that Mr. Gupta will be completely exonerated of any wrongdoing," Naftalis said.

He said Gupta did not trade in any stocks and did not tip Rajaratnam so he could trade.

Manhattan U.S Attorney Preet Bharara said in a statement on Wednesday that Gupta had been entrusted by top companies.

"As alleged, he broke that trust and instead became the illegal eyes and ears in the boardroom for his friend and business associate, Raj Rajaratnam, who reaped enormous profits from Mr. Gupta's breach of duty," Bharara said.

Gupta surrendered to FBI agents and will appear in federal court in New York later on Wednesday. He also faces civil charges brought by the U.S. Securities and Exchange Commission. The SEC said Rajaratnam's funds made more than $23 million on Gupta's information.

The criminal charges carry a maximum prison sentence of 25 years.

MCKINSEY'S GLOBAL HEAD

Gupta was global head of McKinsey for nine years until he retired in 2007. He won a seat on the board of directors of powerful Wall Street bank Goldman in 2006 and left in May 2010, seven months after Rajaratnam's arrest. He was also a director at P&G and American Airlines Corp.

Stephen Cohen, a spokesman for Goldman Sachs, declined to comment on Wednesday. Representatives from Procter & Gamble, American Airlines and McKinsey also declined comment.

Gupta was born in India but made his name in the U.S. corporate world after graduating with an MBA from Harvard Business School.

The SEC said Gupta had business dealings with Rajaratnam and "stood to benefit from his relations" with him; Gupta was an investor in Galleon entities that "traded -- and handsomely profited -- based on Gupta's illegal tips."

The government contends that Gupta provided Rajaratnam with advance knowledge of Warren Buffett's $5 billion investment in Goldman at the height of the 2008 financial crisis, as well as information about Goldman's surprise fourth-quarter loss in 2008 and its first as a public company, and P&G quarterly earnings in late January 2009.

The accusations had already been revealed ahead of Rajaratnam's trial or during the two month-long trial. Prosecutors had previously described Gupta as an unindicted co-conspirator but had not lodged formal charges.

Rajaratnam, who was born in Sri Lanka and became a billionaire through his hedge fund business, was convicted in May of 14 insider-trading related charges. His 11-year sentence is the longest recorded for insider trading.

Goldman Chief Executive Officer Lloyd Blankfein testified at the trial for the prosecution about Gupta's conduct on the bank's board. Prosecutors also played secretly recorded telephone conversations to the jury in which Rajaratnam told Galleon employees about information he had received from Gupta about Goldman Sachs.

Wednesday's indictment said that on Oct. 23, 2008 Gupta called Rajaratnam 23 seconds after disconnecting from a Goldman board call and spoke to Rajaratnam for 13 minutes, disclosing negative interim earnings results.

In one recording played at the trial, Rajaratnam was on a call with David Lau, chief of Galleon's Singapore branch, on Oct. 24, 2008. They discussed a tip he got from a board member that Goldman was on its way to a surprise fourth-quarter loss, its first as a public company.

"I just heard from somebody who's on the board of Goldman Sachs, they are gonna lose $2 per share," Rajaratnam was heard saying. "So what he (the board member) was telling me was that, uh, Goldman, the quarter's pretty bad."

The Rajaratnam trial punctured McKinsey's reputation for closely guarding client confidentiality. Former McKinsey executive Anil Kumar, also a one-time friend of the hedge fund manager, pleaded guilty and testified against Rajaratnam.

Quantum computer components 'coalesce' to 'converse'

ScienceDaily (Oct. 26, 2011) ? If quantum computers are ever to be realized, they likely will be made of different types of parts that will need to share information with one another, just like the memory and logic circuits in today's computers do. However, prospects for achieving this kind of communication seemed distant -- until now. A team of physicists working at the National Institute of Standards and Technology (NIST) has shown for the first time how these parts might communicate effectively.

The goal to develop quantum computers -- a long-awaited type of computer that could solve otherwise intractable problems, such as breaking complex encryption codes -- has inspired scientists the world over to invent new devices that could become the brains and memory of these machines. Many of these tiny devices use particles of light, or photons, to carry the bits of information that a quantum computer will use.

But while each of these pieces of hardware can do some jobs well, none are likely to accomplish all of the functions necessary to build a quantum computer. This implies that several different types of quantum devices will need to work together for the computer or network to function. The trouble is that these tiny devices frequently create photons of such different character that they cannot transfer the quantum bits of information between one another. Transmuting two vastly different photons into two similar ones would be a first step toward permitting quantum information components to communicate with one another over large distances, but until now this goal has remained elusive.

However, the team has demonstrated that it is possible to take photons from two disparate sources and render these particles partially indistinguishable. That photons can be made to "coalesce" and become indistinguishable without losing their essential quantum properties suggests in principle that they can connect various types of hardware devices into a single quantum information network. The team's achievement also demonstrates for the first time that a "hybrid" quantum computer might be assembled from different hardware types.

The team connected single photons from a "quantum dot," which could be useful in logic circuits, with a second single-photon source that uses "parametric down conversion," which might be used to connect different parts of the computer. These two sources typically produce photons that differ so dramatically in spectrum that they would be unusable in a quantum network. But with a deft choice of filters and other devices that alter the photons' spectral shapes and other properties, the team was able to make the photons virtually identical.

"We manipulate the photons to be as indistinguishable as possible in terms of spectra, location and polarization -- the details you need to describe a photon. We attribute the remaining distinguishability to properties of the quantum dot," says Glenn Solomon, of NIST's Quantum Measurement Division. "No conceivable measurement can tell indistinguishable photons apart. The results prove in principle that a hybrid quantum network is possible and can be scaled up for use in a quantum network."

The research team includes scientists from the NIST/University of Maryland Joint Quantum Institute (JQI) and Georgetown University. The NSF Physics Frontier Center at JQI provided partial funding.

ERCIS, Turkey (AP) ? A 2-week-old baby girl on Tuesday was pulled alive from the rubble of an apartment building 72 hours after a 7.2-magnitude earthquake rocked eastern Turkey, flattening more than 2,000 buildings and leaving at least 366 people dead.

Television footage showed rescuers in orange jumpsuits clapping as the baby, Azra Karaduman, was removed from the wreckage. A rescuer cradled the naked baby, who was wrapped in a blanket and handed over to a medic.

Rescuers in two cities, Ercis and Van, are still struggling to pull out people trapped trapping people inside mounds of concrete, twisted steel and construction debris. Authorities have warned survivors not to enter damaged buildings and thousands of people spent a second night outdoors in cars or tents in near-freezing conditions, afraid to return to their homes. Some 1,300 people were injured.

Dogan news agency said rescuers had pulled five people out of the rubble alive in the early hours of Tuesday, although many more bodies were discovered.

In the hardest-hit city of Ercis, 9-year-old Oguz Isler was trapped for eight hours beneath the rubble of a relative's home. He was finally rescued, but on Tuesday he was waiting at the foot of the same pile of debris for news of his parents and of other relatives who remain buried inside.

The boy waited calmly in front of what was left of the five-story apartment block that used to be his aunt's home. The city of 75,000, close to the Iranian border, lies in one of Turkey's most earthquake-prone zones.

Turkish rescue workers in bright orange jumpsuits and Azerbaijani military rescuers in camouflage uniforms searched through the debris, using excavators, picks and shovels to look for Isler's mother and father and other relatives still inside.

Dogs sniffed for possible survivors in gaps that opened up as their work progressed.

"They should send more people," Isler said as he and other family members watched the rescuers. An elder cousin comforted him.

Mehmet Ali Hekimoglu, a medic, said the dogs indicated that there were three or four people inside the building, but it was not known if they were alive.

The boy, his sister and a cousin were trapped in the building's third-floor stairway as they tried to escape when the quake hit. A steel door fell over him.

"I fell on the ground face down. When I tried to move my head, it hit the door," he said. "I tried to get out and was able to open a gap with my fists in the wall but could not move my body further. The wall crumbled quickly when I hit it."

"We started shouting: 'Help! We're here,'" he said. "They found us a few hours later, they took me out about 8 1/2 hours later. ... I was OK but felt very bad, lonely. ... I still have a headache, but the doctor said I was fine."

Isler's 16-year-old sister, Ela, and 12-year-old cousin, Irem were also saved.

"They took me out last because I was in good shape and the door was protecting me. I was hearing stones falling on it," said Isler.

The government's response to the quake appeared to be well-coordinated because of the country's vast experience in dealing with killer quakes and their aftermaths. Hundreds of rescue teams from throughout Turkey rushed to the area, racing to find survivors, while Turkish Red Crescent dispatched tents, blankets and soup kitchens.

However, there was still no power and running water in Ercis. Firefighter trucks carried tons of water while giant generators were sent in on trucks.

Turkey lies in one of the world's most active seismic zones and is crossed by numerous fault lines. In 1999, two earthquakes with a magnitude of more than 7 struck northwestern Turkey, killing about 18,000 people.

Istanbul, the country's largest city with more than 12 million people, lies in northwestern Turkey near a major fault line, and experts say tens of thousands could be killed if a major quake struck there.

Depression risk no higher for older first-time mums (Reuters)

(Reuters) ? Women who have their first baby at an older age aren't at any greater risk of postpartum depression than their younger counterparts, according to an Australian study of more than 500 first-time mothers.

Researchers led by Catherine McMahon at Macquarie University in Australia found that women aged 37 or older were no more likely to get postpartum depression than younger women, regardless of whether they conceived naturally or had infertility treatment.

"Older mothers are frequently discussed in the media. There are a lot of myths, and limited empirical data," McMahon, a psychology professor, said in an email.

There has been speculation, for instance, that older mothers might have a tougher time adjusting to motherhood after being in the workforce for a long time, or have more trouble dealing with the lifestyle changes that a baby brings.

"There is no research evidence to support these speculations," McMahon added, although she noted that it is known that older mothers have a greater risk of pregnancy complications and that these complications have been linked to the risk of postpartum depression.

For their study, reported in the journal Fertility and Sterility, McMahon's team followed 266 women who had conceived naturally and 275 who had undergone fertility treatment.

All of the women answered questionnaires during their third trimester and had a diagnostic interview for depression when their babies were four months old.

Overall, eight percent of the women had major depression symptoms -- at the lower end of what's seen among new mothers in general, the researchers said. There were 180 women aged 37 or older.

McMahon said a number of questions remained for future studies, including whether going through menopause while caring for a young child presents challenges.

"There is considerable evidence that vulnerability to depression is greatest in mid-life for women," she said.

She said it would also be interesting to see how older mothers fare when they go back to work, as well as looking at the psychological welfare of women who put off having children and then are unable to conceive. SOURCE: http://bit.ly/vfffcx

World stocks jump as Asian data shows resilience (AP)

BANGKOK ? World stock markets jumped Monday, buoyed by resilient economic indicators from Asia's two biggest economies and hopes of progress in resolving Europe's debt crisis.

Oil prices rose above $88 a barrel. The dollar fell against the euro but rose against the yen.

European shares advanced in early trading. Britain's FTSE 100 gained 0.4 percent to 5,512.34 and Germany's DAX added 0.9 percent to 6,021.92. France's CAC-40 rose 0.5 percent to 3,188.44. Wall Street was headed for another day of gains, with the Dow Jones industrial average 0.3 percent higher at 11,795 and S&P 500 futures gaining 0.3 percent to 1,238.30

Asian shares posted solid gains earlier in the day as economic data from Japan and China showed a measure of strength.

Japan's Nikkei 225 index added 1.9 percent to close at 8,843.98 after the government said exports grew for a second straight month in September. The country's trade suffered a five-month decline in the wake of the March 11 earthquake and tsunami that devastated northeast Japan.

Mainland Chinese shares rose after HSBC said its preliminary China Manufacturing Purchasing Managers Index, which measures industrial production, rose to 51.1 in October from 49.9 in September. A result above 50 indicates expansion but the preliminary indicator is often subject to substantial revision.

The Shanghai Composite Index was 2.3 percent higher at 2,370.33 and the smaller Shenzhen Composite Index climbed 1.9 percent to 977.03.

Hong Kong's Hang Seng soared 4.1 percent to 18,771.82 and South Korea's Kospi shot up 3.3 percent to 1,898.32. Benchmarks in Singapore, Taiwan, Australia, India, Indonesia and the Philippines were also higher.

In Europe, leaders are to meet Wednesday to hammer out a concrete resolution to the region's debt problems, including ways to fortify the euro 440 billion ($600 billion) bailout fund to help prevent larger economies that use the euro common currency, such as Italy, from being dragged into the crisis.

Weeks of intensive discussions by European leaders have so far failed to produce a decisive outcome.

"Markets will remain nervous ahead of Wednesday's EU summit, hoping that officials can settle their differences and emerge with a concrete solution. In this respect, the risk of disappointment is high," Credit Agricole CIB said in a research note.

South Korean constructions shares rose on expectations that the death of Libyan leader Moammar Gadhafi would lead to the resumption of construction projects in the North African country, Yonhap News Agency reported. Daewoo surged 5.5 percent. Hyundai Heavy Industries jumped 7.3 percent.

Chinese banking shares soared ahead of earnings reports to be released this week, analysts said. Hong Kong-listed Agricultural Bank of China jumped 8.5 percent, and Industrial and Commercial Bank of China, the world's largest bank by market value, gained 5.5 percent.

Linus Yip, strategist at First Shanghai Securities in Hong Kong, said speculative investors appeared to be scooping up what were thought to be bargain-priced Hong Kong stocks.

"Today, there is some bargain-hunting for sectors like the Chinese insurance sector and Hong Kong property," he said. Hong Kong-listed Ping An Insurance gained 6.9 percent. China Overseas Land & Investment Ltd. was up 9.3 percent.

In the U.S. on Friday, enthusiasm for stocks was on the upswing amid some positive third-quarter earnings reports from U.S. companies, which come despite a weak economy. Among S&P 500 companies reporting so far, seven out of ten have posted higher profits than expected.

The Dow Jones industrial average jumped 267.01 points, or 2.3 percent, to 11,808.79. The Dow is now up 2 percent from where it started 2011. Before Friday's surge, it was down for the year. The Dow has risen for four weeks straight, the first time that has happened since January.

In currencies, the euro rose to $1.3889 from $1.3864 Friday in New York. The dollar rose to 76.22 yen from 76.12 yen.

Benchmark crude for December delivery was up 96 cents at $88.35 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose $1.33 to settle at $87.40 in New York on Friday.

Brent crude was up 74 cents at $110.30 a barrel on the ICE Futures Exchange in London.

Freezer body: Is it woman missing since '83?

The remains of a body that were found inside a storage unit by relatives of a man who had rented it and died earlier this month may be those of a woman who was reported missing in 1983, Maine State Police said Saturday.

The relatives were cleaning out the Lewiston storage unit on Friday afternoon when they found the body inside an unplugged freezer, state police spokesman Steve McCausland said.

The remains haven't been positively identified, but McCausland said they may be those of Kitty Wardwell, who was reported missing 28 years ago at age 29.

The storage unit had been rented since 1992 by Francis "Frank" Julian, who was Wardwell's on-again, off-again boyfriend and was the last person known to see her alive. Julian died on Oct. 1 at age 80.

Julian told Salem, N.H., police that he dropped Wardwell off at a motel there after a fight on June 6, 1983, and traveled back to Maine without her, according to the Maine State Police missing persons website. A close friend of Wardwell officially reported her as missing the following month, and a subsequent police investigation indicated she was likely a victim of foul play, the website said.

Officials with the Maine medical examiner's office have removed the freezer, with the body still inside, and taken it to their offices in Augusta, McCausland said.

An autopsy to determine the identity and cause of death is expected to be performed Monday.

Chris Brown is up for the most nominations at the Soul Train Awards with five nods. Following closely behind are "Party" and "Lift Off" collaborators Beyoncé and Kanye West with five nominations each. Also making a strong showing in the nominations are Kelly Rowland and Adele, who nabbed three nods apiece.

Brown is up for Best Male R&B/Soul Artist against Trey Songz, Cee Lo Green, R. Kelly, Eric Benet and Miguel, as well as Album of the Year and Best Hip-Hop Song of the Year ("Look at Me Now"), where he faces off against West ("All of the Lights"), Nicki Minaj ("Moment for Life"), Lupe Fiasco ("Out of My Head") and Jay-Z and Kanye West ("Otis").

False starts can sneak by in women's sprinting

Olympic timing procedures don't accurately detect false starts by female sprinters, according to a new analysis by University of Michigan researchers.

Under the current rules, a woman can purposely anticipate the gun by up to 20 milliseconds, or one-fiftieth of a second, without getting called for a false start, the researchers say.

"This is unfair to the other women in the race because a medal can be won or lost in 20 milliseconds," said James Ashton-Miller, the Albert Schultz Collegiate Research Professor in the College of Engineering, the Institute of Gerontology and the School of Kinesiology.

The findings, published in the Oct. 19 edition of PLoS One (Public Library of Science), have implications beyond competitive sports. They provide insights into the fastest whole-body reaction times humans are capable of, and they could possibly inform automobile brake engineering, the researchers say.

Olympic officials use the same criteria to disqualify both male and female sprinters for jumping the gun. A "false start" occurs if an athlete applies an estimated 25 kilogram force to the starting blocks within a tenth of a second (100 milliseconds) of the gun. Why 100 milliseconds? That was thought to be the fastest possible human reaction time. It's a threshold largely based on a 1990 study of eight Finnish sprinters, none of whom were Olympians and none of whom were women.

Ashton-Miller and his colleagues set out to examine: the fastest possible reaction time of an Olympic athlete; whether elite male and female sprinters had similar reaction times; and whether the procedure used to measure reaction time was appropriate for both sexes.

The researchers analyzed the fastest reaction times of the 425 male and female sprinters who competed in the 2008 Beijing Olympics. They coupled this with previous studies in which they measured how rapidly men and women can push on a pedal using ankle extensor muscle strength.

It turns out that the threshold of 100 milliseconds is appropriate, the researchers found. Using statistical methods, they calculated that it is highly unlikely that a man can react faster than 109 milliseconds or a woman faster than 121 milliseconds at the Olympics. These numbers appear, at first, to show that men react faster than women. But Ashton-Miller and his colleagues don't believe that's the case.

Because men have more powerful leg muscles, they can more quickly develop the amount of force necessary for their movement to register. By requiring women to develop the same force as men on the start blocks, the current method makes women appear to have slower reaction times, Ashton-Miller said.

"This study suggests that the method used in the Olympic Games to detect a false start is male-oriented," Ashton-Miller said. "A woman who gets into the 100- to 120-millisecond window is really false starting, but under the present measurement method she wouldn't get penalized for that false start."

The researchers are calling for changes to be made in timing procedures before the London 2012 summer games.

"In terms of the Olympics, it's important for races to be fair. One way to address this would be to lower the force threshold for females," said David Lipps, a Ph.D. student in the Department of Biomedical Engineering.

Male sprinters have 21 percent greater ankle extensor strength than female sprinters. As such, the researchers recommend reducing the allowable increase in force on the starting block for women to a 19.4 kilogram force.

And, Ashton-Miller suggests, perhaps future automobiles with brake-assist features should be notified whether the driver is male or female.

"The study suggests that in the future, automobiles should "know" whether it is a man or a woman that gets into the driver's seat," Ashton-Miller said. "If the auto "knows" a woman is driving, the sensitivity of the braking system should be adjusted to be greater so that women can react as fast as men as men can in an emergency."

Car explodes in northern Mexico as soldiers pass (AP)

MEXICO CITY ? A car exploded Thursday in the northern city of Monterrey as a military convoy chasing a suspicious vehicle was passing it. No one was injured, authorities said.

Police in Nuevo Leon state, where Monterrey is located, are trying to determine if the car was loaded with explosives or if assailants threw grenades at it, said a military official who spoke on condition of anonymity because of the ongoing investigation.

Photographs of the scene showed an almost-disintegrated small car and the damaged metal door of an auto repair shop. The explosion caused no other reported damage.

The troops were on a routine patrol in Monterrey when they spotted a suspicious car carrying several men and gave chase.

The industrial city of Monterrey has seen a spike in drug violence since early 2010, when the Gulf drug cartel and the Zetas began a fierce fight for control of the city and its metropolitan area.

Drug traffickers first used explosives against authorities in July 2010, when a car bomb aimed at federal police officers exploded in Ciudad Juarez, killing three and wounding nine. The following months, three other car bombs were detonated in Ciudad Victoria, capital of the border state of Tamaulipas.

Also Thursday, a federal judge sentenced four military officers to more than 29 years in prison for giving drug traffickers information on police operations, the Attorney General's Office said in a statement.

The four soldiers, three lieutenants and a captain were arrested in June 2009 as part of a widespread corruption probe known as "Operation Clean House."

The officers were linked to drug lords Ismael Zambada and the Beltran Leyva brothers, the statement said.

They were giving them "information that allowed them to evade justice and operate with impunity."

The military officers are Capt. Jose Manuel Reyes, and Lts. Ricardo Santos Vazquez, Jaime Guatemala Nino and Francisco Jimenez Garcia. Each received a sentence of 29 years, four months and 15 days in prison, federal prosecutors said.

They also have to pay fines ranging from $13,600 to $122,000.

Federal prosecutors didn't say where the officers were working while allegedly collaborating with drug traffickers or how long they allegedly passed information to them.

Zambada is one of the leaders of the Sinaloa drug cartel, Mexico's most powerful. The Beltran Leyva brothers were once part of the same cartel but they split after the 2008 arrest of Alfredo Beltran Leyva.

Chavez rival to run despite Venezuela court ruling (Reuters)

CARACAS (Reuters) ? Venezuelan politician Leopoldo Lopez said on Tuesday he will maintain his campaign to win the opposition leadership and challenge leftist President Hugo Chavez despite a court upholding his ban from office.

Flanked by his wife and about 200 cheering supporters, Lopez declared he would not shrink from the Supreme Court's ruling that he can run for office but not serve if he wins due to past but unproven allegations of corruption.

"I can and will be a candidate for the president of Venezuela," the charismatic 40-year-old said.

On Monday, the Supreme Court ruled against implementing a decision last month by the Costa Rica-based Inter-American Court of Human Rights that said Lopez's disqualification from politics over graft charges was unjustified.

"The decision (to elect a president) is not for the IACHR or the Supreme Court, that's only for the Venezuelan people to determine," he shouted.

"They're wrong if they think we are just going to kneel down."

The baby-faced Lopez -- who is running third in polls ahead of a February opposition primary to choose a challenger for the October presidential vote -- made his name as mayor of the wealthy Chacao district in Caracas.

He was favored to win the race for mayor of the whole city in 2008, but he and scores of other politicians -- mostly the opposition -- were blocked by Chavez's comptroller general.

Accused of but not tried for corruption, Lopez was barred from seeking public office until 2014.

OPPOSITION RACE

Lopez is part of a new wave of young opposition leaders who have wrested initiative away from an old guard opposition whose past in-fighting and associations with big political machines turned off voters and gave Chavez a relatively easy ride.

He will now vie with two young state governors, Henrique Capriles Radonski of Miranda and Pablo Perez of Zulia, for the opposition ticket while also trying to maintain the coalition's new-found unity seen as essential to hopes of beating Chavez.

"This decision to go forward does not jeopardize the (opposition) unity, it strengthens it ... They cannot break the unity that is being built in Venezuela," Lopez added.

Should Lopez win the primary and beat the leftist Chavez, the situation would be complicated, with political experts divided on whether that expression of popular will should overrule the court.

Venezuela's judiciary is, however, packed with Chavez supporters at its high echelons. And Comptroller-General Adelina Gonzalez warned that Lopez may be committing fraud if he runs a presidential campaign given the measure against him.

But Lopez was upbeat: "There is no way that once the people express their will, that decision cannot be respected."
