President Barack Obama surveyed New Jersey's battered coastline on Wednesday, saying the federal government was "going to be here for the long haul,"?as the state and 15 others dealt with cleanup and power outages two days after Superstorm Sandy tore through.

After a helicopter tour, Obama visited residents in hard-hit Brigantine, where he made his promise of long-term support.

He was shown around by New Jersey Gov. Chris Christie, a Republican and vocal backer of presidential challenger Mitt Romney who nevertheless has praised Obama and the federal response to the storm.

"We're going to work together to make sure we get ourselves through this crisis," Christie said after Obama's remarks.

Christie earlier said he would ask the president to task the Army Corps of Engineers with how "to rebuild the beach to protect these towns."

But, he added, "it won't be the same because some of the iconic things are washed into the ocean."

Christie on Wednesday ordered that Halloween trick-or-treating be moved to Monday due to unsafe conditions.?Aerial footage of the coastline Wednesday morning showed mile after mile of destruction: a neighborhood on fire, others swamped by sand and evacuations still happening in places with high water.

Recovery operations on Wednesday got a boost from the Navy, which ordered three helicopter carrier ships to the New Jersey and New York coasts, officials told NBC News.

The USS Wasp, USS Carter Hall, and USS Mesa Verde will provide landing platforms for Coast Guard, National Guard and civilian agency helicopters if needed, the officials said, adding that the Atlantic Fleet command made the decision in the name of "prudent planning."

In New Jersey, aerial footage Wednesday showed fires raging among storm-damaged homes and sand pushed inland, with TODAY's Natalie Morales reporting from the air that she counted some 25 separate points of flame.

Boats that Morales said had been "tossed as if toys" could be seen piled up next to wrecked houses in the area.?

Analysis: Romney or Obama, Israel will see steady U.S. course

JERUSALEM (Reuters) - Most Israelis would be reassured if Mitt Romney won next week's U.S. presidential election, feeling they had an unquestioning friend rather than a dispassionate critic in the White House.

But any change would probably be a question of style over substance, analysts say, with a Republican administration expected to follow the path already laid out by President Barack Obama when it comes to Iran and the Palestinians.

The allies are too joined at the hip on fundamental challenges for the head to make that much difference.

"There is a great deal of continuity in foreign policy," said Zalman Shoval, a former Israeli ambassador to the United States and member of the ruling conservative Likud party. "Things don't change overnight if a new president takes power."

Obama, a Democrat, never enamored himself to the Israeli people, nor to their prime minister, Benjamin Netanyahu.

The U.S. leader was accused of trying to browbeat Israel into making concessions to the Palestinians, particularly in his efforts to halt settlement-building in the occupied West Bank, and of refusing to impose red lines on Iran's atomic project.

While Obama also oversaw ever-closer military ties between the two allies, Israelis remembered the perceived slights - such as his failure to find time to see Netanyahu when he flew to New York last month to address the United Nations.

He is also disparaged for not visiting Israel as president. There again, only four of the last 11 U.S. presidents managed to make the trip, with only two coming their first term.

A survey released on Sunday by Tel Aviv University showed Israeli Jews preferred Romney to Obama by almost a three to one margin - the inverse of the predicted American Jewish vote.

"There is clear daylight between the prime minister and the White House, and most Israelis believe that Obama deliberately wanted it that way," said Ehud Yaari, an Israel-based fellow at the Washington Institute for Near East Policy.

"But there wouldn't be much of a difference between (Obama and Romney) on the Palestinian conflict or even with the Iranian issue. The course of future U.S. policy is pretty much set."

UNDER THE BUS

Romney has certainly tried to play up divergences with Obama over Middle East policy, repeatedly accusing his rival of throwing Israel "under a bus" and suggesting he would adopt a tougher line with the Iran's powerful clerics.

But in their debate on foreign policy last week, the two men appeared in broad agreement on a range of issues, competing with each other to show their support for Israel and making clear it was by far their most important partner in a troubled region.

They also adopted a similar line on Iran - promising to prevent Tehran from getting nuclear weapons without mentioning the words "red line", or committing to using military force.

"It is ... essential for us to understand what our mission is in Iran, and that is to dissuade Iran from having a nuclear weapon through peaceful and diplomatic means," Romney said.

Iran denies seeking nuclear weapons.

Romney's language was duly noted in Israel, even raising questions of whether a Republican administration, haunted by the Iraq-tattered legacy of former President George W. Bush, would have the stomach for a daunting new Middle East conflict.

According to that theory, if anyone is likely to send in the warplanes, it is the Democrat Obama, who has succeeded in convincing Russia and China to back tough sanctions on Iran and is viewed with less suspicion around the globe than Romney.

But Dore Gold, president of the Jerusalem Center for Public Affairs and a Netanyahu confidant, suggested that the sort of military mission often envisaged for Iran, centered on air power, would banish the ghosts of the Iraq quagmire.

"No one wants another war in the Middle East, but there is a huge difference between a major ground war with a commitment of troops that march into an Arab capital, and the spectrum of options that exist now. Some of them may involve just air assets or intelligence cooperation," he said.

HEAVEN OR HELL

Whether or not there proves to be any substantive difference between the two presidential contenders in terms of core policy-making, there can be no doubt that the conservative Netanyahu would feel more comfortable dealing with the Republican Romney.

In his two terms as prime minister, Netanyahu has only ever dealt with Democratic presidents - first Bill Clinton and now Obama. He is often quoted as having said "I speak Republican" and his relations with Obama were at very best frosty.

"If Romney wins, (Netanyahu) will be in paradise. If it is Obama, it will be hell," said one former aide, who worked alongside Netanyahu for a stretch of his second stint in office.

Whether by coincidence or design, the next U.S. president will be sworn in the day before an Israeli parliamentary election, with Netanyahu widely touted to win, meaning that the countries' leaders will be in electoral lockstep.

Some Democrats have accused Netanyahu of interfering in the U.S. election by trying to coerce Obama into setting red lines for Iran. Palestinians hope that if he is re-elected he will get his own back by reviving the moribund peace process and put heavy pressure on Israel into making concessions over territory.

That is wishful thinking.

While Israel was mentioned 34 times in last week's debate, the Palestinians won just one mention, underlining how far down the world agenda they have tumbled.

In a secretly recorded video at a fund-raising event in May, Romney said "the pathway to peace is almost unthinkable" and suggested his policy would be to "kick the ball down the field".

After investing time and energy on the issue in his first term, and winning only animosity from both sides, Obama is unlikely to revisit the problem any time soon, said Aaron David Miller, a former senior U.S. adviser on the peace process.

"This whole notion that freed from political restraints the American president is going to go for some grandiose ambitious peace plan that will put him into conflict with the Israeli prime minister is the grandest of illusions," he said.

Swept to the sidelines, the Palestinian leadership watched the foreign policy debate with a mix of gloom and anger.

"What we didn't see in the debate was any sign of who has the backbone and foresight to bring about a just peace, and that's what was needed," said Hanan Ashrawi, an executive committee member of the Palestine Liberation Organisation.

The moves come as Hurricane Sandy causes the shutdown of transportation systems throughout the region. Governor Andrew Cuomo said New York City's subways and buses will shut down Sunday evening. New York City Mayor Michael Bloomberg ordered residents to evacuate some low-lying areas Sunday and said city public schools will close Monday.

Trading can still go on even without people yelling orders to buy and sell across the floor of the exchange because many orders on the NYSE are already handled electronically. On Monday, securities normally handled on the NYSE will shift to the purely electronic NYSE Arca.

The servers that handle all of the exchange's transactions are housed in Mahwah, N.J.

Trading has rarely stopped for weather. A blizzard led to a late start and an early close on Jan. 8, 1996, according to the exchange's parent company, NYSE Euronext. The NYSE shut down on Sept. 27, 1985 for Hurricane Gloria.

Since the Great Depression, the longest suspension in trading at the NYSE occurred after the attacks on the World Trade Center on Sept. 11, 2001, when the exchange closed for four days.

Sandy, a Category 1 hurricane with sustained winds of 75 mph as of Sunday afternoon, was blamed for 65 deaths in the Caribbean before it began churning up the Eastern Seaboard. It was expected to hook left toward the mid-Atlantic coast and come ashore late Monday or early Tuesday, most likely in New Jersey, colliding with a wintry storm moving in from the west and cold air streaming down from the Arctic.

Forecasters said the monster combination could bring close to a foot of rain, a potentially lethal storm surge and punishing winds extending hundreds of miles outward from the storm's center. It could also dump up to 2 feet of snow in Kentucky, North Carolina and West Virginia.

He tried painkillers, physical therapy, acupuncture, massage and other pain management techniques, but nothing helped as much as marijuana.

Now Hayashi is a leading supporter of a Massachusetts ballot question that would eliminate state criminal and civil penalties for the medical use of marijuana by people with cancer, hepatitis C, Parkinson's Disease, AIDS or other conditions determined by a patient's doctor.

"Medical marijuana gives me a type of pain relief that I have not gotten from any other medication," said Hayashi, 56, of Newton, who has been disabled for seven years.

"I'm definitely more functional if I use medical marijuana. I'm more likely to get up, make dinner, bake a loaf of bread or help my son with his homework."

Opponents say the law is ripe for abuse and fraud, and could lead to a proliferation of marijuana dispensaries or "pot shops," which are difficult to regulate.

"It's not a debate about having compassion for the ill. It's about passing a law that would promote widespread recreational use of marijuana as well as increase our youth pot addiction rates," said Heidi Heilman, who heads the Massachusetts Prevention Alliance, a group working to defeat Question 3 on the Nov. 6 ballot.

The law would require patients to get written certifications from their doctors that they have a specific medical condition.

It would allow for nonprofit medical marijuana treatment centers regulated by the state to grow and provide marijuana to patients or their caregivers. The number of treatment centers would be limited to 35 in the first year, but after that, more could be set up.

For patients who have limited access to a treatment center, the law would allow them to grow marijuana plants to produce a 60-day supply for the patient's own use.

Heilman said the law, as written, could lead to abuses seen in some of the other 17 states where medical marijuana has been legalized, including?California?and Colorado, where hundreds of marijuana dispensaries have popped up and prompted complaints about increased crime and other social problems. She also sees the ballot question as the next step toward full legalization of marijuana in Massachusetts. In 2008, the state decriminalized possession of marijuana in amounts under one ounce.

The Massachusetts Medical Society is also opposed to the law, arguing that anecdotal claims about its effectiveness have not been proven through the same scientific testing as other drugs approved by the Food and Drug Administration and that marijuana smoke contains more poisons that tobacco smoke. The group says it does encourage the development of reliable, non-smoked forms of marijuana for medical use.

"We're just asking that the kind of science we apply to all forms of therapy be applied to the use of marijuana," said Dr. Richard Aghababian, president of the society.

But patients like Nancy Nangeroni say they should be able to get something that can ease their pain without doing something illegal. Nangeroni, a Web designer form Beverly, suffered a spine injury in a 2004 car accident. Since then, she's had chronic pain, headaches and dizziness.

"It would be really nice not to put anyone else at risk in order to provide me with a supply," she said. "There are some days when marijuana is the only thing that makes it possible for me to be productive."

Proponents have raised more than a million dollars to fund a campaign to collect signatures to put the question on the ballot and to promote the proposed law through public relations firm. The effort has been bankrolled almost entirely by Ohio billionaire Peter Lewis, who has funded marijuana initiatives in states around the country. Lewis is chairman of the board of the auto insurer Progressive Corp.

In contrast, Heilman's group has raised just $3,300.

Although the law lists nine specific medical conditions, it also says patients with "other conditions" can receive marijuana with written permission from their doctors.

"This law is so wide and so broad that we could look like?California?or Colorado in a few years," Heilman said.

Sandy: East Coast braces for epic hurricane, ?life-threatening? storm surge

"Superstorm." "The Perfect Storm." "Frankenstorm."

Whatever you want to call it, the East Coast is bracing for Hurricane Sandy, a "rare hybrid storm" that is expected to bring a life-threatening storm surge to the mid-Atlantic coast, Long Island Sound and New York harbor, forecasters say, with winds expected to be at or near hurricane force when it makes landfall sometime on Monday.

According to the National Hurricane Center, the Category 1 hurricane was centered about 260 miles southeast of Cape Hatteras, N.C., and 395 miles south of New York City early Sunday, carrying maximum sustained winds of 75 mph and moving northeast at 10 mph.

New York Mayor Michael Bloomberg ordered the immediate, mandatory evacuation for low-lying coastal areas, including Coney Island, the Rockaways, Brighton Beach, Red Hook and some parts of lower Manhattan.

"If you don't evacuate, you're not just putting your own life at risk," Mayor Bloomberg said at a news conference Sunday. "You're endangering first responders who may have to rescue you."

Earlier, New York Governor Andrew Cuomo announced the suspension of all MTA service--including subways, buses, Long Island Railroad and Metro North--beginning at 7 p.m. Sunday. New York City Public Schools will be closed on Monday, the mayor said.

Sandy is expected to continue on a parallel path along the mid-Atlantic coast later Sunday before making a sharp turn toward the northwest on Monday--with the Jersey Shore and New York City in its projected path.

But the path is not necessarily the problem.

"Don't get fixated on a particular track," the Associated Press said. "Wherever it hits, the rare behemoth storm inexorably gathering in the eastern U.S. will afflict a third of the country with sheets of rain, high winds and heavy snow."

A tropical storm warning has been issued between Cape Fear to Duck, N.C., while hurricane watches and high-wind warnings are in effect from the Carolinas to New England. The hurricane-force winds extend 175 miles from the epicenter of the storm, while tropical storm-force winds extend 520 miles--making Sandy one of the biggest storms to ever hit the East Coast.

"We're looking at impact of greater than 50 to 60 million people," Louis Uccellini, head of environmental prediction for the National Oceanic and Atmospheric Administration, told the Associated Press.

"The size of this alone, affecting a heavily populated area, is going to be history making," Jeff Masters wrote on the Weather Underground blog.

New Jersey Governor Chris Christie declared a state of emergency, ordering a shutdown of the state's casinos.

"I can be as cynical as anyone," Christie said on Saturday. "But when the storm comes, if it's as bad as they're predicting, you're going to wish you weren't as cynical as you otherwise might have been."

Similar emergency evacuations were being mulled by state officials in Connecticut, Massachusetts, Vermont, New Hampshire and even Maine.

"This is not a coastal threat alone," said Craig Fugate, director of the Federal Emergency Management Agency, said during a media briefing early Sunday. "This is a very large area."

Forecasters also fear the combination of storm surge, high tide and heavy rain--between 3 and 12 inches in some areas--could be life-threatening for coastal residents.

According to the National Hurricane Center summary, coastal water levels could rise anywhere between 1 and 12 feet from North Carolina to Cape Cod, depending on the timing of the "peak surge." A surge of 6 to 11 feet is forecast for Long Island Sound and Raritan Bay, including New York Harbor.

The storm surge in New York Harbor during Hurricane Irene, forecasters noted, was four feet.

Up to 50% of the impressions served on a static mobile banner ad are from?accidental clicks or "fat finger" taps, according to GoldSpot Media's "Fat Finger Report."

Accidental clicks or "fat finger" clicks are taps on mobile banner ads that happen after less than two seconds of engagement. That is, if a user closes the app or website within two seconds of clicking the ad then it is considered accidental.

GoldSpot Media, a digital ad management platform for online and mobile advertising, aggregated this data by analyzing millions of static and rich media banner impressions for campaigns delivered in Q3 2012, which used the GoldSpot ad platform.

GoldSpot also found that "fat fingers" are three times more likely to accidentally tap static banner ads than they are to click rich media banners. This is because static banner ads "appear to be part of the content, and may be tapped by the user unintentionally." Whereas the 3D and animated qualities of Rich media are easier to differentiate from the app or website content.

ZTE posts a first quarterly loss, margins bleed

HONG KONG (Reuters) - ZTE Corp, the world's fourth-biggest maker of mobile phones and fifth-ranked telecommunications equipment manufacturer, reported a $310 million quarterly net loss, its first since listing in Hong Kong in 2004, on shredded margins, project delays and accounting changes in China.

Shenzhen-based ZTE, led by Shi Lirong, had previously warned its quarterly loss could be as much as 2 billion yuan - eight times its first-half profit - triggering a 16 percent drop in its stock price on October 15, a self-imposed 50 percent pay cut by executives, and warnings from Fitch ratings agency.

In the third quarter of last year, ZTE made a profit of 299 million yuan.

"Things should move up from here, in terms of profitability and margins. We have to watch whether their telecom equipment business overseas picks up," said Michael Li, an analyst with Everbright Securities in Hong Kong.

ZTE has also faced accusations in a U.S. Congress committee report this month that it - and local rival Huawei Technologies Co Ltd - is a potential cyber security threat. Both ZTE and Huawei deny the committee's allegations.

Telecoms gear contributes about half of ZTE's total sales, while consumer devices - handsets, tablets and dongles - make up about a third. The company, which employs more than 80,000 people, generates more than half its revenues outside China.

ZTE recently sold a majority stake in ZTE Special Equipment Co (ZTEsec), a business that sells surveillance systems to governments and law enforcement agencies.

An investigation by Reuters earlier this year found that ZTE had sold to Iran's largest telecoms firm a powerful surveillance system capable of monitoring landline, mobile and internet communications. Reuters also reported that ZTE had sold or agreed to sell Iran embargoed U.S. computer equipment. The company said later it was curtailing its business in Iran and had stopped looking for new customers there.

FULL-YEAR PROFIT

Earlier this month, ZTE blamed its forecast third-quarter loss on delays in some international telecom projects and a large number of low-margin contracts in Europe and Asia, but said it expected to be profitable for the full year.

Net profit for the full year is forecast at around 642 million yuan, according to a mean forecast from a Reuters poll of 11 analysts since the company's mid-October profit warning.

"The company's fundamentals are not so strong and transparency is also a concern," said a fund manager, who was not authorized to talk to the media, so didn't want to be named.

ZTE, which competes with Ericsson, Alcatel-Lucent SA and Nokia-Siemens in providing equipment to telecom carriers, has been frustrated by project delays in the high-margin African market, while sales in Europe have slowed due to the broad debt crisis there.

CHINA MOBILE HOPES

Like many in the consumer gadget business, ZTE wants to move up the smartphone value chain with higher-end models like its Grand series, but remains way behind Samsung Electronics Co Ltd and Apple Inc in consumer recognition.

ZTE shipped 8 million smartphones in April-June and analysts said executives told them shipments would be around 25 million this year, lower than earlier targets.

Analysts say ZTE should benefit from China Mobile Ltd's expected spending next year to develop its 4G network.

ZTE shares have more than halved this year, dropping the firm's market value to below $5 billion. The benchmark Hang Seng stock index has gained almost 18 percent over the same period, while the CSI 300, made up of leading Shanghai and Shenzhen shares, is down 2 percent.

ZTE has switched to a stricter way of logging new contract revenues in its home market. It previously signed procurement contracts with carriers' provincial branches, but now also requires agreements with their head offices, increasing the time needed to seal some deals, analysts said.
