San Francisco's landfill contract thrown out amidst legal challenges ...

A lucrative garbage contract approved last year in a deal to transport San Francisco?s waste 130 miles away to a Yuba County landfill has been trashed amid three lawsuits alleging improper bidding and inadequate environmental review.

Facing these legal battles, San Francisco and its garbage hauler, Recology, signed an agreement Monday to terminate the 10-year, $112 million contract, which was approved by the Board of Supervisors in a 9-2 vote. The contract termination effectively ends the lawsuits.

The dispute concerns where San Francisco?s trash will be dumped after The City?s current landfill contract expires in 2015. The City currently uses an Altamont landfill owned by Waste Management, which lost out to Recology?s proposal to haul the trash via rail to Yuba County.

Waste Management subsequently sued The City, alleging that the contract bidding process had been improper.

Both The City and Recology publicly defended the process during the Board of Supervisors hearings last year.

Seen as a victory by contract opponents, The City and Recology terminated their arrangement in an agreement dated Nov. 26 and will now participate and share in the costs of an environmental review, which is expected to take one year.

?It?s a victory for all of us,? said Richard Paskowitz, a founder of Yuba Group Against Garbage, one of the groups that sued The City and had called for such a study.

A spokesman for Recology, however, said the San Francisco waste hauler remains optimistic that it will ultimately secure the landfill contract.

?Recology looks forward to moving ahead with a new landfill agreement after the project has been fully vetted and, as we expect, environmentally cleared,? spokesman Adam Alberti said.

But Paskowitz said he hopes the setback will prompt San Francisco to reconsider and see it for what it is, a ?dumb idea.?

The landfill contract also ignited a debate about The City?s overall garbage industry. Recology, with deep ties to labor unions, has a virtual monopoly over San Francisco?s recycling and trash hauling business. And thanks to laws dating back to 1932, it has not had to compete for the job. ?

The landfill component is the last piece of the local garbage market Recology does not control.

Political activist Tony Kelly and retired judge and former Supervisor Quentin Kopp attempted to open up the entire garbage contract to competition with a ballot measure last June. But 76 percent of voters defeated the measure, which Recology spent $1.7 million to oppose. ?

North Korea pushing ahead with new nuclear reactor: IAEA

VIENNA (Reuters) - North Korea has made further progress in the construction of a new atomic reactor, the U.N. nuclear chief reported on Thursday, a facility that may extend the country's capacity to produce material for nuclear bombs.

Pyongyang "has continued construction of the light water reactor and largely completed work on the exterior of the main buildings," Yukiya Amano, director general of the International Atomic Energy Agency (IAEA), said.

But, he told the IAEA's 35-nation governing board that the U.N. agency "remains unable to determine the reactor's design features or the likely date for its commissioning."

North Korea says it needs nuclear power to provide electricity, but has also boasted of its nuclear deterrence capability and has traded nuclear technology with Syria, Libya and probably Pakistan.

The light-water reactor is being built at the North's main Yongbyon nuclear facility, which consists of a five-megawatt reactor, a fuel fabrication facility and a plutonium reprocessing plant where weapons-grade material has been extracted from spent fuel rods.

North Korea was the first country to withdraw from the nuclear Non-Proliferation Treaty in 2003 and has denied IAEA access to its atomic sites, reneging on a February deal to do so after it announced plans to launch a long-range rocket, in defiance of United Nations Security Council resolutions.

It was believed earlier this year to be pushing ahead with plans for a third nuclear test.

Amano said he remained "seriously concerned" about the North's nuclear program, which his inspectors can only monitor via satellite images.

IAEA MONITORING

In May, website 38North said North Korea had resumed construction work on the experimental light water reactor (ELWR) after stopping in December.

38North - run by the U.S.-Korea Institute at Johns Hopkins University and former U.S. State Department official Joel Wit - said the ELWR, when operational, could produce enough material for an additional nuclear bomb each year.

U.S. expert David Albright has estimated a higher potential production of about 20 kg of weapon-grade plutonium a year, enough material for four nuclear weapons or more. But he said it could also produce electricity.

A highly enriched uranium program running alongside this could allow North Korea to increase significantly the number of nuclear devices it could produce, giving it a dual track to nuclear weapons as it has big reserves of uranium.

Amano said: "While the agency continues to monitor the reported uranium enrichment facility, using satellite imagery, its configuration and operational status cannot be established."

North Korea carried out nuclear tests in 2006 and 2009 and is under heavy U.N. sanctions for its atomic weapons program.

The IAEA said in August that "significant progress" had been made in the light water reactor's construction since a year earlier, including placing a dome on the containment building.

Also in August, the Institute for Science and International Security - founded by Albright - said satellite imagery from May and June showed construction "progressing apace". It said the reactor could be completed in the second half of 2013.

Could astronauts use a 3-D printer to make parts from moon rocks?

ScienceDaily (Nov. 28, 2012) ? Imagine landing on the moon or Mars, putting rocks through a 3-D printer and making something useful -- like a needed wrench or replacement part.

"It sounds like science fiction, but now it's really possible," says Amit Bandyopadhyay, professor in the School of Mechanical and Materials Engineering at Washington State University.

Bandyopadhyay and a group of colleagues recently published a paper in Rapid Prototyping Journal demonstrating how to print parts using materials from the moon.

Bandyopadhyay and Susmita Bose, professor in the School of Mechanical and Materials Engineering, are well known researchers in the area of three-dimensional printing, creating bone-like materials for orthopedic implants.

In 2010, researchers from NASA initiated discussion with Bandyopadhyay, asking if their research team might be able to print 3-D objects from moon rock. Because of the tremendous expense of space travel, researchers strive to limit what space ships have to carry. Establishment of a lunar or Martian outpost would require using the materials that are on hand for construction or repairs. That's where the 3-D fabrication technology might come in.

Three-dimensional fabrication technology, also known as additive manufacturing, allows researchers to produce complex three dimensional objects directly from computer-aided design (CAD) models, printing the material layer by layer. In this case, the material is heated using a laser to high temperatures and prints out like melting candle wax to a desired shape.

To test the idea, NASA researchers provided Bandyopadhyay and Bose with 10 pounds of raw lunar regolith simulant, an imitation moon rock that is used for research purposes.

The WSU researchers were concerned about how the moon rock material, which is made of silicon, aluminum, calcium, iron and magnesium oxides, would melt, but they found it behaved similarly to silica. And, they built a few simple shapes.

The researchers are the first to demonstrate the ability to fabricate parts using the moon-like material. They sent their pieces to NASA.

"It doesn't look fantastic, but you can make something out of it," says Bandyopadhyay.

Using additive manufacturing, the material could also be tailored, the researchers say. If you want a stronger building material, for instance, you could perhaps use some moon rock with earth-based additives.

"The advantage of additive manufacturing is that you can control the composition as well as the geometry," says Bose. In the future, the researchers hope to show that the lunar material could be used to do remote repairs.

"It is an exciting science fiction story, but maybe we'll hear about it in the next few years," says Bandyopadhyay. "As long as you can have additive manufacturing set up, you may be able to scoop up and print whatever you want. It's not that far-fetched."

Comments from euro zone finance ministers, officials

BRUSSELS (Reuters) - Euro zone finance ministers and the International Monetary Fund clinched agreement on reducing Greece's debt in a breakthrough to release urgently needed loans to keep the near-bankrupt economy afloat.

After 12 hours of talks at their third meeting in as many weeks, Greece's international lenders agreed on a package of measures to reduce Greek debt by 40 billion euros, cutting it to 124 percent of gross domestic product by 2020.

Following are comments after their talks:

FRENCH FINANCE MINISTER PIERRE MOSCOVICI

"We made progress with solutions that are realistic. Everyone has gone beyond their red lines, driven by a common interest to find credible solutions for the integrity of the euro zone."

GERMAN FINANCE MINISTER WOLFGANG SCHAEUBLE

ON PAYMENT OF AID TRANCHE TO GREECE:

"We will make the final decision about the payment of the tranche after the conclusion or result of a possible debt buyback program."

ON POSSIBLE FURTHER MEASURES TO CUT GREEK DEBT:

"When Greece has achieved, or is set to achieve, a primary surplus and fulfilled all of its conditions, we will, if need be, consider further measures for the reduction of the total debt."

EUROGROUP PRESIDENT JEAN-CLAUDE JUNCKER

ON GOAL AND POSSIBILITY OF FURTHER MEASURES:

"Our common goal is that Greece achieves a credible and sustainable reduction of Greek debt-to-GDP ratio, reaching a level substantially lower than 110 percent of GDP in 2022.

"We will consider further measures and assistance if necessary to achieve this goal once Greece reaches an annual primary surplus.

"With these decisions, member states can now launch their national parliamentary procedures, which should be finalized in time for the Eurogroup to finally decide on the disbursement on the December 13.

"I can assure you that the IMF is fully on board with the far-reaching decisions taken today."

ON AGREEMENT FOR GREECE:

"I'm pleased to announce that today we reached a political agreement on the next disbursement to Greece.

"Let me first say that this is not just about money, this is the promise of a better future for the Greek people and for the euro area as a whole, a break from the era of missed targets and loose implementation towards a new paradigm of steadfast reform momentum, declining debt ratios and a return to growth.

"I admit, however, that this has been a very difficult deal.

"It required very significant efforts by each and every stakeholder. First and foremost Greece, whose government has implemented a wide-ranging set of reforms and demonstrated its firm commitment to the adjustment program and more generally to fiscal consolidation and growth-enhancing reforms."

ON DISBURSEMENTS AND CONDITIONS:

"This includes a set of stronger budgeting and monitoring rules, this includes the establishment of a strengthened and fully transparent segregated account for debt servicing and this does include the disbursements from the EFSF (temporary bailout fund) in the first quarter of 2013, which will be made in three tranches linked to the implementation of conditionality milestones to be agreed by the troika.

"We also consider that as part of the recapitalization of Greek banks, remaining subordinating debt totals of these banks should participate in this process in order to achieve a fair burden-sharing. We were informed that Greece is also considering certain debt-reduction measures in the near future which may involve public debt tender purchases of one or more of the various categories of sovereign obligations."

ON IMPROVING SUSTAINABILITY OF GREEK DEBT:

"On the part of the other euro member states, crucial decisions were made to enhance Greece's debt sustainability and its overall debt profile in the spirit of European solidarity and common faith in Greece's future in the euro area.

"Let me just mention a few:

* The lowering of the interest margin on the bilateral loans granted in 2010/2011 to the low level by a further 100 basis points

* an extension of the maturities of all loans provided to Greece by 15 years, and

* a deferral of the interest payments by Greece on EFSF loans by 10 years

"These measures will lower the refinancing hump after the program period and improve the prospects for regaining market access."

"A transfer by member states to Greece of amounts equivalent to the income stemming from the SMP portfolio accruing to their national central banks."

ON CONDITIONALITY:

"The Eurogroup wants to stress, however, that the above mentioned benefits and initiatives will accrue to Greece in a phased manner and conditional upon a strong implementation by the country of the agreed reform measures in the program period as well as the post-program surveillance period.

"Jointly, all the initiatives decided on today will bring Greece's public debt clearly back on a sustainable path throughout this and the next decade and will facilitate a gradual return to market financing.

EUROPEAN CENTRAL BANK PRESIDENT MARIO DRAGHI

"I very much welcome the decisions taken by the ministers of finance. They will certainly reduce the uncertainty and strengthen confidence in Europe and in Greece."

BEIJING (AP) ? The online version of China's Communist Party newspaper has hailed a report by The Onion naming North Korean dictator Kim Jong Un as the "Sexiest Man Alive" ? not realizing it is satire.

The People's Daily on Tuesday ran a 55-page photo spread on its website in a tribute to the round-faced leader, under the headline "North Korea's top leader named The Onion's Sexiest Man Alive for 2012."

Quoting The Onion's spoof report, the Chinese newspaper wrote, "With his devastatingly handsome, round face, his boyish charm, and his strong, sturdy frame, this Pyongyang-bred heartthrob is every woman's dream come true."

"Blessed with an air of power that masks an unmistakable cute, cuddly side, Kim made this newspaper's editorial board swoon with his impeccable fashion sense, chic short hairstyle, and, of course, that famous smile," the People's Daily cited The Onion as saying.

The photos the People's Daily selected include Kim on horseback squinting into the light and Kim waving toward a military parade. In other photos, he is wearing sunglasses and smiling, or touring a facility with his wife.

People's Daily could not immediately be reached for comment. A man who answered the phone at the newspaper's duty office said he did not know anything about the report and requested queries be directed to their newsroom on Wednesday morning.

It is not the first time a state-run Chinese newspaper has fallen for a fictional report by the just-for-laughs The Onion.

In 2002, the Beijing Evening News, one of the capital city's biggest tabloids at the time, published as news the fictional account that the U.S. Congress wanted a new building and that it might leave Washington. The Onion article was a spoof of the way sports teams threaten to leave cities in order to get new stadiums.

Two months ago, Iran's semiofficial Fars news agency reprinted a story from The Onion about a supposed survey showing that most rural white Americans would rather vote for Iranian President Mahmoud Ahmadinejad than President Barack Obama. It included a quote from a fictional West Virginia resident saying he'd rather go to a baseball game with Ahmadinejad because "he takes national defense seriously."

Todd Bowles might not be able to fix the Eagles defense, but at least give him credit for accurately analyzing the situation.

The Eagles replacement coordinator described last night?s numerous coverage busts as ?a messed-up situation,? as succinct and accurate a description as possible.

Of course, that?s also another way of saying it?s the players? fault and not his own, but that?s beside the point.

?The first one was high school cover-3,? Bowles said, via Sheil Kapadia of Phillymag.com. ?The ball was thrown down the middle of the field. We gave up a touchdown. Inexcusable. The second one was inexcusable too.?

Of course, the all-alone touchdown to Panthers tight end Gary Barnidge was just one of the problems, as free receivers were running downfield all night.

?The second long one was a bust,? Bowles said. ?It was inexcusable. Shouldn?t have happened. Everybody knew where they were supposed to be. They weren?t there.?

Asked why it was happening, Bowles replied: ?I wish I could tell you.

?They can?t happen. Not at this level, not at this stage of the game, not after what we?ve been through. And everybody has to own up to their responsibility.?

Of course, bad players poorly coached is one possible explanation.

In the five games since Bowles went from secondary coach to coordinator (after Juan Castillo was offered up), the results have been ridiculous.

The Eagles have allowed 75.2 percent completions, for 9.7 yards per attempt, with 13 touchdowns and no interceptions. Castillo?s defense led the league in opponents? completion percentage (52.3).

The entire Eagles organization has reached the ?what good?s it going to do? stage, and players said wholesale changes aren?t going to fix it.

?You stick with those people or those groups and you coach them harder,? cornerback Nnamdi Asomugha said. ?And those players obviously have to take it more ? I don?t want to say seriously because they?re taking it seriously ? but obviously have to be mentally focused a little bit more than they have been.

?Obviously what Todd has done, I?ve supported, we support. There?s some things that mentally we need to be sharper on.?

Either that, or do what Bowles is doing, and create an alibi to offer your next employer.

Local and national figures show that more people in their 50s and 60s are abusing illegal and prescription drugs, reports the Bradenton Herald. And, the problem appears especially prevalent in Florida.

While the use of illicit drugs remains relatively uncommon among people 65 and older, the number of illicit drug users 50 to 59 years old tripled between 2002 and 2011, from 900,000 to 2.7 million, according to the National Institutes of Health. The increase even prompted the NIH to post its first consumer alert on its website, NIHSeniorHealth.

More older adults are also seeking treatment for substance abuse. Drug-related hospitalizations and visits to emergency rooms were up 116 percent in the 55-to-64 age group from 2004 to 2010.

When asked if they had used an illicit drug in the past 30 days, boomers from 55 to 59 years old also posted the single largest increase of any age group in a single year. In 2010, 4.1 percent admitted to usage. By 2011, 6 percent did.

?That?s largely due to marijuana,? says Jim Hall, an epidemiologist for the Center on Applied Research on Substance Use and Health Disparities at Nova Southeastern University. ?These are people who began using it in the 1960s, when the use of marijuana escalated dramatically from 1966 to 1973, and they may never have quit.?

Though the actual number of midlife drug users is significantly lower in comparison to teenagers and twentysomethings, the alarming spike moved the NIH to urge physicians and family members to be alert for warning signs of drug abuse in older people.

?We don?t think of older adults as having a substance abuse problem,? says Dr. Gaya Dowling, chief of the science policy branch at the National Institute on Drug Abuse. ?We think of it as a young person?s problem.?

WORRISOME TREND

Statistics from Florida underscore the worrisome national trend of drug abuse among older adults. The percent of admissions to publicly funded treatment programs for patients 51 to 60 years old shot up 67 percent in the 10 years ending in 2011, according to data from the Florida Department of Children and Families.

Starting a new job that doesn't offer for 401k for 1st year ? what ...

I have about $7,000.00 vested in my current, soon-to-former employer?s 401k program. I think these are my options ? leave it where it is and allow it to continue to collect interest, transfer it to an IRA, where I have more control over the investment options (though I don?t think I can continue to contribute funds??). The third option is cashing out, but I?ll get heavily taxed and penalized. The one advantage of cashing out, however, would be that I could pay off $3,000 in credit card debt, and I figure the interest I?m being charged on that is probably more than the interest I?my making with my retirement funds.

Are there other options? Do I understand these three options correctly? What should I do?

i hope that everyone had a wonderful thanksgiving this week. to those of you in the rest of the world, i hope it was an amazing thursday ? however you spent it.

i?m back in the us for a visit. this was my first t-day holiday back home since 2007. being home for my favorite holiday of the year has been amazing. catching up with friends and family, stuffing myself with a turkey dinner, shopping till i dropped ? and getting all my christmas supplies together. tomorrow night i have dinner #2 with my dad and extended family ? and then sunday will be spent decorating the tree, watching a christmas movie or two ? and starting on making some DIY christmas items (to be seen later?).

so this week i?m taking a bit of a blogging siesta to spend as much time as possible with those i love, but don?t see enough of.

Blacksburg shops hope Small Business Saturday boosts sales ...

It is a chance for the small retailer to shine. Small Business Saturday encourages shoppers to stay local. Blacksburg's BackCountry Ski and Sports is offering 15 percent off equipment and clothing to help drive in customers.

"Each year we've seen an increase in business from the past year. the weekend in itself has always been a pretty big weekend for us," said Brett Davis, manager, BackCountry Ski and Sports.

Another business looking to benefit from the nationally promoted event is On A Whim. They are offering 30-percent off any item in the store.

"We're a lot more personal, we wrap everything here complimentary so a lot of people come here for that," said Catherine Drake, manager, On A Whim.

Another advantage to shopping local that you may not have thought about is service after the purchase.

"People, they come and buy their equipment from us, they buy their canoes and their kayaks and their skis and then they break. And you can't take a, you know you can't take something back to WalMart and have them fix it for you. You can bring your skis in and we'll fix em up for you," said Davis.

But on this day while small shops are competing with big box stores and online retailers, it was also the Hokies last home game, so business started off slow.

"Hopefully we'll be really busy after the game," said Drake.

"Once the game lets out and the people get out in the cold, they'll realize they need some warm clothing," said Davis.

According to industry estimates, for many small businesses, holiday sales can represent as much as 20 percent of annual sales and store leaders at both of these Blacksburg businesses hope the annual shop local day acts as a boost.

European banks urge one-year delay for Basel III rules

GUBBIO, Italy (Reuters) - European banks have asked the European Commission to postpone the introduction of tougher global bank capital rules by a year to 2014 after U.S. regulators told lenders they did not expect the new regulations to take effect in 2013.

The tougher rules, known as Basel III, are the world's regulatory response to the 2007-09 financial crisis and would force banks to triple the amount of basic capital they hold in a bid to avoid future taxpayer bailouts.

The European Banking Federation sent a letter on November 21 to EU Internal Market Commissioner Michel Barnier, formally requesting a delay on the grounds that EU banks would be at a competitive disadvantage if they introduced the new rules before their U.S. counterparts.

"We are now very troubled over the possible repercussions that the most recent statement from the US Authorities may have for the international competitiveness of Europe's banks," the letter, made available to Reuters on Saturday, said.

It said EU banks were facing sweeping regulatory changes including new rules on capital requirements and liquidity buffers, and the creation of a EU supervisory authority.

"All the while, our US competitors will not have matching obligations imposed on them in parallel, or in a foreseeable future," it said, asking for the introduction of the new rules to be delayed to January1, 2014.

A spokesman for Barnier said the EU would seek a coordinated stance with the United States.

"We will wrap up negotiations in the coming weeks between countries and parliament (on Basel III) and Michel Barnier will seek clarity from the U.S. and work for a coordinated U.S.-EU approach. Basel 3 norms are important for sound and competitive banks in Europe."

The Basel III rules are meant to be phased in from January 2013 but U.S. regulators cast doubt on the timeframe due to a flood of industry comments on the proposals.

"Basel III must be postponed, full stop" said the head of Italy's banking association, Giuseppe Mussari, at a conference in the central Italian town of Gubbio.

"Clearly there is no worldwide agreement, so we wouldn't be starting on a level playing field."

Boxer 'Macho' Camacho dies in Puerto Rico

SAN JUAN, Puerto Rico (AP) ? Former championship boxer Hector "Macho" Camacho died Saturday at the hospital in Puerto Rico where he has been unconscious since he was shot in the face in an attack in his hometown.

Camacho went into cardiac arrest in the pre-dawn hours and he was then taken off life support and died shortly thereafter, said Dr. Ernesto Torres, the director of the Centro Medico trauma center in San Juan.

Camacho's mother, Maria Matias, said Friday night that she had authorized removing him from life support after his three sons had arrived from the U.S. mainland and had a chance to see their father for the last time. They managed to visit him before he died, said former pro boxer Victor "Luvi" Callejas, a longtime friend who has been acting as a family spokesman in recent days.

"The family destroyed," Callejas said outside the hospital.

Doctors had declared Camacho brain dead on Thursday. Matias had said she decided it was time for doctors to disconnect life support over the objections of the boxer's eldest son, Hector Jr., because there was no chance of recovery.

"I lost my son three days ago. He's alive only because of a machine," she said Friday night. "My son is not alive. My son is only alive for the people who love him," she added.

Camacho was shot as he sat in a car with a friend, 49-year-old Adrian Mojica Moreno, who was killed in the attack. Police spokesman Alex Diaz said officers found nine small bags of cocaine in the friend's pocket and a 10th bag open inside the car.

Police reported no arrests and said investigators continued to look for potential witnesses. Capt. Rafael Rosa told reporters they were following several leads, but declined to say whether police had identified any suspects. He said very few witnesses were cooperating.

Hector Camacho Jr. decried the violence that grips Puerto Rico, a U.S. island territory of nearly 4 million people that reported a record 1,117 homicides last year.

"Death, jail, drugs, killings," he said. "That's what the streets are now."

Camacho's sisters have said they would like to fly Camacho's body to New York and bury him there. Camacho grew up mostly in Harlem, earning the nickname the "Harlem Heckler."

He won super lightweight, lightweight and junior welterweight world titles in the 1980s and fought high-profile bouts against Felix Trinidad, Julio Cesar Chavez and Sugar Ray Leonard while compiling a career record of 79-6-3. He knocked out Leonard in 1997, ending the former champ's final comeback attempt.

Camacho battled drug, alcohol and other problems throughout his life. He was sentenced in 2007 to seven years in prison on burglary charges, but a judge eventually suspended all but one year of the sentence and gave Camacho probation. He wound up serving two weeks in jail after violating that probation. A wife also filed domestic abuse complaints against him twice before their divorce.

Euro, shares gain on Greek deal hopes, German data

LONDON (Reuters) - The euro hit a three-week high on Friday on signs of progress in negotiations to get fresh aid cash to Greece and after an influential German survey found business sentiment had improved.

The euro climbed 0.2 percent to $1.2906, on course for its second week of gains against the dollar.

Equity markets saw a more muted reaction, with the pan-European FTSEurofirst 300 index <.fteu3> steady at around 1,105 points, but on track for its best week in about 10 months.

U.S. stock index futures pointed to modest gains when Wall Street opens for a short post-Thanksgiving trading day, with the retail sector in focus as the holiday shopping season begins.

Optimism on a deal to help Greece, hopes that United States lawmakers can agree steps to avoid a fiscal crisis, and data showing an improving global economic outlook have fuelled a rally across riskier asset markets this week.

MSCI's world equity index <.miwd00000pus> was up 0.15 percent on Friday at 326.75 points, for a gain of nearly 3 percent since Monday. That will be its best weekly performance since mid-September.

Earlier, MSCI's broadest index of Asia Pacific shares outside Japan <.miapj0000pus> rose 0.7 percent for a weekly gain of 2.6 percent, also its best week for two months.

With the end of the year approaching, analysts say the gain could continue.

"From a seasonal perspective, December and January have been quite decent months in the past, so I would not be too surprised if we see a good development in equities over the next couple of weeks," said Gerhard Schwarz, head of equity strategy at Baader Bank.

Europe's FTSEurofirst 300 index has risen in December for 12 of the last 15 years.

EUROPEAN HOPES

The economic optimism got a small boost from the latest survey of German companies by the Munich-based Ifo think-tank, which found firms were becoming more upbeat about the outlook despite the euro zone crisis.

"Export expectations rose strongly and are back in the positive area now. The orders situation and demand are stabilizing. Exports to the United States and Asia seem to be going well," Ifo economist Klaus Wohlrabe said.

The survey followed data on purchasing manager's intentions around the world this week, which signaled improving activity in China and the United States, while finding conditions in Europe had broadly stabilized at weak levels.

The hopes that Greece will get the money it needs to avoid bankruptcy were linked to reports the International Monetary Fund and the European Union had narrowed their differences over the target for Greek debt reduction by 2020.

Agreement on a new debt target and how it can be reached is a key stumbling block in agreeing the release of 44 billion euros ($57 billion) of funds from the Greek bailout package.

"It's not the first time we have this type of news," said ING rate strategist Alessandro Giansanti. "Until there is an official statement, detailing what they want to do, especially in terms of a debt restructuring, we're not going to see so much of a reaction."

Euro zone finance ministers, the IMF and the European Central Bank are due to meet again on Monday to agree the deal.

Ten-year German government bonds, a barometer of investor sentiment on the euro zone crisis were 2 basis points lower at 1.42 percent.

Greek government bond yields, however, were 5 basis points higher at 16.49 percent - a relatively small move for the volatile paper, which remains close to its lowest level since the country's debt was restructured in March.

COMMODITIES MIXED

The positive German data and hopes for a Greek deal lifted gold 0.3 percent to $1,733.34 an ounce. After gains of around 1 percent this week, the precious metal is set to post its best weekly rise in nearly two months.

Brent crude futures were down 22 cents at $110.33 a barrel and U.S. crude was down 27 cents against Wednesday's settlement to $87.11, as the fragile ceasefire between Israel and Gaza held, easing supply concerns.

On Thursday Israel began withdrawing its army, which had been poised to invade the Gaza Strip in pursuit of militants firing rockets into Israel.

"Oil prices will probably be under pressure as long as the ceasefire holds," said Filip Petersson, a commodity strategist at SEB Commodity Research.

Stocks closed broadly higher in a holiday-shortened Friday session, with the major averages all gaining more than 1 percent. Techs led, with big-caps propelling the sector to its first positive week in the last 10.

The Dow Jones Industrial Average closed 1 percent higher, led by tech firms Hewlett-Packard , Microsoft and Cisco.

The S&P 500 and the Nasdaq ?also closed up, with the Nasdaq gaining 1.5 percent. The S&P 500 had its best five-day winning streak since mid-March.

The CBOE Volatility Index, widely considered the best gauge of fear in the market, fell to near 15.

Among key S&P sectors, techs and telecoms were the leading gainers, while utilities lagged.

Retailers were the main focus on "Black Friday" ? often the busiest shopping day of the year.

Matthew Shay, National Retail Federation CEO, told CNBC that the holiday shopping season appears to be off to a great start with consumers flocking to the stores. ?We?re predicting 4.1 percent sales growth this year which would be $585 billion,? he said.

Discount retailers Wal-Mart and Target were among the stores that opened their doors on Thanksgiving evening.?

In a press release, Wal-Mart U.S. said it had its "best ever" Black Friday events, selling 1.8 million towels, 1.3 million televisions, 1.3 million dolls and 250,000 bicycles.

Terry Lundgren, Macy's chairman & CEO, told CNBC that the flagship Macy's store in New York City had a record crowd for its midnight opening. "It was a record crowd last year but that crowd was exceeded at this (Herald Square) store certainly this morning," he said.

Apple also kicked of a Black Friday sale, cutting prices on iPads, iPods and MacBooks.

Gap , Nordstrom , Bed Bath & Beyond and Dollar General were all higher.

?Earlier in the week was so surprising,? Matthew Cheslock of Virtu Financial told CNBC. ?You had one of the biggest accounting scandals possibly, we had an insider trading scandal and the markets still went higher. Now we?re focused on retail, which is kind of a nice story. Maybe this gives us a nice little lift."

European stocks had their best week so far this year, boosted on Friday by strong German business confidence data and growing expectations Greece will receive more aid.

Greece said the International Monetary Fund had relaxed its debt-cutting target for the country, suggesting lenders were closer to a deal for a vital aid tranche to be paid. Turning to stock news, Blackberry maker Research In Motion was the subject of bullish analyst comments about the soon-to-be-released BlackBerry 10.

SAP , the German business software giant, is considering listing its stock in Shanghai.

After the close on Wednesday, General Motors announced that its financing arm will pay about $4.2 billion for the European and Latin American auto lending operations of Ally Financial.

In deal news, the Wall Street Journal reported that Baxter International is in talks to buy Swedish medical-equipment maker Gambro for about $4 billion in a bid to boost its kidney dialysis business.

The animatronic creation uses a depth-aware motion camera -- there's conflicting mentions of using both the Microsoft Kinect and ASUS' Xtion Pro Live that we're hoping to sort out -- to track any mid-air balls as well as throw them back to a human participant. Disney's robot does more than just move the robot's arm to account for imperfect tosses, too, as it knows to feign a dejected look after a botched reception. The company suggests that its invention would ideally bring two-way interaction to theme parks, so it's more likely to show up at Disneyland before it stands in for a parent in the backyard. It's just as well; when the Robopocalypse comes, the last thing we'll want at home is a machine that can toss grenades.

It's been three months since Hawke - Champion of Kirkwall and savior to mages everywhere killed Knight-Commander Meredith. Though the Champion and his mishap group of companions as since moved on from Kirkwall the city still stands, an abyess of shadow and darkness. The Chantry is being rebuilt, but the Gallows have been ignored since that fateful night of the battle. Some Templars try and see if there is anything that they can do with the place, try and see if they can fix it up a bit, but no- every step you take makes you feel like you're one step closer to falling into hell's clutch. The city itself is a nightmare and no matter the race, everyone knows that this place is the start of the beginning of the end. That this rebellion isn't as simple as most templars and preachers are hoping.

Among all the chaos in the city you've come here, for whatever reason remains unknown. There's someone else in this city that you're going to meet, someone that like you have a destiny bigger than most, a destiny which dependent on your choices could help or further destroy this dying world. Be warned that while you two are destined for greatness does not mean that you will live to see it, Kirkwall is a very dangerous place now, and while most mages have gone elsewhere the criminal and mercenary groups are taking control of the city nights, willing to kill anyone if they get in their way. But these are just mere specks compared to some of the danger you will face. The danger that you know lies outside the city, and the danger who somehow know that you're going to meet face to face.

This is a destiny only few could handle, and even fewer could master.
